  - Served as a staff liaison for six years for the bi-monthly Arterial Operations Committee meetings attended by public agencies and private consultants.- Developed and implemented arterial operations initiatives throughout the Bay Area by creating guidelines for the Program for Arterial System Synchronization (PASS) and Technology Transfer Program.- Successfully completed more than 80 individual arterial coordination projects for PASS involving more than 1,875 traffic signals on major arterials in the Bay Area.- Actively completed the last cycles of the Regional Signal Timing Program and Traffic Engineering Technical Assistance Program projects.- Led a comprehensive Call for PASS Projects, developed program guidelines, and selected projects after carefully reviewing them with input from Caltrans Traffic Operations staff and other stakeholders.- Procured consultants and vendors through Request for Qualifications/Proposals, led interview panels with Caltrans Traffic Operations, negotiated contracts and amendments with consultants, managed vendors, and local match agreements with local agencies.- Developed guidelines to evaluate the benefit-costs of arterial projects and successfully doubled the arterial program funding needs within three years of initiating the PASS.- Presented project updates City Councils and Transportation Commissions, and Committee Meetings.- Led the development of the Bay Area Signalized Intersection System database to collect traffic counts from local jurisdictions and Caltrans. Over 20 attributes for each traffic signal were collected including the locations, equipment ownership, maintenance and operations, GPS coordinates, controller type, communications type, Annual Daily Traffic Counts, turning-movement counts including the bicycle and pedestrian volumes.
