This experience involved leading Multimedia technologies in the Andean South American region: Venezuela, Colombia, Ecuador, Peru, Bolivia, and Chile.

      National leader in the implementation of Science and Technology Investment Programs allocating resources in S&T projects from universities, scientific institutions and NGOs with Inter-American Development Bank (IDB) financing. This task required our team to interact with different stakeholders in order to reach agreements on resource allocation for innovation.It is important to mention that the IDB financing increased fivefold the amount of resources traditionally received by the institution as a whole. In consequence, this challenge required a process of organization and restructuring to make feasible the best resource allocation possible. Another milestone was the Open and Terrestrial Interactive Digital Television Project (CUMACO), which enables interaction in the transmission of Terrestrial Digital Television following the ISDB-T standard, covering the development of software for end-users, master centers, and television production teams. In addition, the TIBISAY software stands out, an advanced system of cryptology and digital signature, among other innovative technological projects.During the presidency, the institution obtained three Science and Technology Prizes (years 2011, 2013, and 2014) for the best 'Technological Developments' of the State of Mérida-Venezuela.
