  In my recent role as Project Manager I/II with Tulare County Information & Communications Technology, I was responsible for steering all aspects of operations involved in development, initiation, and implementation of software/hardware technology projects. I was assigned to manage end-to-end project life cycle duties including requirements gathering, request for proposals (RFPs), cost analysis, and identifying/mitigating risks. One of my key roles was to develop, maintain, and lead cross-functional teams successfully through effective working relationships, communication, collaboration, and problem-solving. I was tasked to conduct cost-benefit analysis/assessments, utilized for enabling decision-making on proposed IT projects. In addition to that, I maintained funding and attained predetermined goals of Health& Human Services Agency (HHSA's) Human Services department and associated programs by delivering strategic, operational, and fiscal leadership while working for County of Tulare.Below are my Key Achievements in this role:• Managed over 10 mid to large scale projects from conception to successful completion.• Negotiated contract worth over $14M to upgrade county financial system and include new capabilities.• Achieved 100% approval rate for all Advance Planning Documents (APDs) submitted for State and Federal approval, equating more than $9M.• Developed and implemented performance improvement strategies and plans to enabled continuous project improvement by formulating and implementing performance improvement strategies/plans.• Applied strategic approaches to deploy 1K+ workstations and in 8 geographical locations as well as carried on other projects to implement video surveillance, and access control to Human Services sites. • Assigned to fund and manage the remodel of County site and convert to training location; later to be utilized as centralized contact center during pandemic.
