Jun 1993 - Jun 1997Senior Engineer, Supervisor, Director, Manager, Deputy Vice PresidentActed as Supervisor, Director, and Deputy Vice President when joining the Evergreen Construction Corp. My main assignment basically related to supervision and project management for residential/commercial buildings as well as infrastructure projects including highway, bridge and viaduct construction, etc. It should be noted that I volunteered myself as Project Supervisor and took over a terribly-delayed highway project in 1995, and finally successfully delivered the project on time and hence avoid the liquidation penalty from Government. Due to flood season and river work code, the Project was once considered “Mission Impossible” by the Evergreen Group, Client and Contractors. Thanks to the great team effort, we were able to timely deliver the Project and therefore no liquidation penalty was imposed. Owing to my remarkable leadership and sound management, the Project was later awarded as Outstanding Project by Ministry of Interior, and the Evergreen Construction Corp was therefore entitled for a 50% waiver of Tender Bond and Performance Bond for future projects. Jan 1997 - Aug 2000Engineering DirtectorIn the beginning stage of the Taiwan High Speed Rail (THSR) Program, my scope of work included the feasibility study, strategy planning, design review, budget estimation, and tender preparation of the THSR project. The awarded THSR program was the world’s largest BOT project ever in 20 century.After the THSR Consortium was successfully awarded as the best candidate, I served as Engineering Director of the Construction Management Division (CMD). My main duty in the CMD included the planning and execution of Advanced Work regarding relocation of the power, water, gas, communication as well as industrial and military utilities.At later stage, I also served as Engineering Director of the Independent Checking Engineer / Independent Site Engineer (ICE/ISE) Coordination Section, for the Independent Verification and Validation (IV&V) engineer. Aug 2000 - Jul 2006Project Manager, Senior Vice PresidentInitially acted as Deputy Project Manager and later promoted as Project Manager of Taiwan High Speed Rail (THSR) Program, C-291 Contract.The U$ 450 million Project, joint-ventured by Evergreen/Shimizu, was contractually designated as “Test-Track Section” of the THSR Program; which implied that the early completion of the C-291 Project is essential and will be further evaluated, applied, and verified for the integration and configuration of the M&E, Track, Train and Core System for the Program. The Design-Build C-291 Contract consisted of 951 piers totaling 30 km in length. Due to the afore-referenced “Test-Track Section”, the design philosophy and construction methods of the C-291 pilings and viaducts need to be taken into account of the construction period. The types of the viaduct construction contained Cast-In-Place Method, Cantilever Method, and Advance Shoring Method in order to coach with the tight construction schedule. Along with top quality control, extreme safety exercise and stringent schedule control, sound project management became exceptional crucial to the project team consisted of nine departments with more than 270 engineers and more than 1,000 work forces. During my term as Project Manager, the construction milestone of the C-291 Project was successfully achieved in 2004.In addition, due to Taiwan’s 921 Earthquake in 1999, THSRC issued a Variation Order (V.O.) to elevate design criteria of C-291 contract. However, a claim for redundant work was proposed by ESJV following revoke of V.O. issued by the Client later. Negotiation, conciliation, and arbitration were all approached during the dispute. However, amicable settlement was reached after long-run legal practices exercised. Show less

The project included works of continuous walls, deep excavation, ground improvement, 8 km of railways, underground tunnels and three subway stations to 36m below grade.There are many key factors to the success of the underground tunneling project in urban city. The key factors are: Tunnel Boring Machine Work, Continuous Wall Construction, Deep Pilings, Noise/Environmental Protection, Soil Disposal, Safety Issues, and Neighborhood Relations, etc. The U$ 400 million project was nominated and awarded as Outstanding-Achievement by the Taipei City Government. Nov 2009 - Mar 2012Associate Vice PresidentUnder direct supervision of the Group Chairman, I was in charge of the construction management for Ting-Hsin International Group, the largest food product company in China. The types of the construction project generally included oil, dairy product, mineral water, instant noodles, bakeries, plastic and paper mills located across China.As Associate Vice President, my general scope of work included feasibility study, budget evaluation, planning and design, procurement and award of the subcontractors, and project management for the new mills. CAPEX and KPI were constantly reviewed among areas of budget control, quality control, schedule control, and safety practice. To present best performance, flow diagram and production process were detailed scrutinized and evaluated for value-added performance of ecological production and efficient operation.In addition to the study of Work Diagram, Water/Power/Gas Plan, Traffic-flow Diagram, my major duties also included the analysis of Construction Cost (per square meter), as well as Operation and Maintenance Cost (per tonnage). Low construction cost, short construction period, effective productivity and fewer maintenance cost are key factors to market sales for goods such as instant noodles, mineral water, and bakery/dairy products, etc. Show less

The Program includes construction of the facilities of (1) Biological Center, (2) Medical Center, and the (3) Proton Radiation Center.As Engineering Consultant, my duties included Preliminary Study, Facility Evaluation, Review of Plan/Design, Proposal of Construction Schedule, Installation and Erection of the “Proton Accelerator Facility Program” for the "Medical Center of National Taiwan University". Review and evaluation of the Proton Accelerator model and Design/Construction scheme has been finalized and the project is set for mobilization in early 2016. Show less

The projects under my supervision included Regions of East China (Su-Zhou, and He-Fei), Mid China (Hu-Bei, Xi-An, Chang-Sha, and Kai-Feng), North China (Shen-Yang, and Harbin), South China (Hai-Nan, Nan-Ning, and Nan-Chang), and Southwest China (Sui-Ning, Ya-An, and Cheng-Du in Si-Chuan).In general, each project is managed under direct supervision of Project Manager with Supervisors in disciplines of Civil, Machinery, Mechanical/Electrical and Instrumental. Projects in each region are supported and monitored by respective Regional Managers. Project Teams usually participate from stages of Feasibility Study, Preliminary Planning, Basic Design, Final Design, to stage of CAPEX review, Technical Spec Preparation, Development of Bill of Quantity and Contract Awarding, etc. The candidates for Contractor or Supplier were further reviewed, selected, and awarded as partner for the project. During project execution stage, milestones including civil construction, machinery installation, M&E and implementation, Test-run to commissioning are to be closely monitored. With management tools and professional skills, the Project Team under my supervision has a total of more than 70 field engineers and more than 20 main contractors in China.
