      Technical Experience:Principal-in-Charge for developed the first comprehensive waterfront inspection program for the United States Coast Guard, now being used nationwide. Almost three decades ago, this guidance set in place a program that guided the decisions on a nationwide inventory of critical waterfront infrastructure. This initiative has set the standard today for the US Coast Guard’s assessment of waterfront structures and is now used on all USCG national contracts.Principal-in-Charge for directly overseeing and ensuring the quality of deliverables for over 50 task orders totaling $10,000,000 in engineering fees and nearly $50,000,000 in waterfront construction projects at the Portsmouth Naval Shipyard, Kittery, ME. Projects ranged from above and underwater inspection of quaywalls, wharves, piers, dry docks, and bridges to development of contract documents for various repairs, rehabilitation and modernizations of these structures. Many of the task orders were completed under urgent schedules and received the Navy’s highest performance rating of “Excellent”.Principal Contributor for the development of “Enhanced Guidelines for Marine Concrete Repairs” and major updates to the US Navy Concrete Rehabilitation specification, UFCDGS 03 01 32. Field evaluation, monitoring, and testing were conducted at Navy waterfront facility on various concrete repair methods. Repairs were inspected throughout demolition, surface preparation, and installation of repair material. Quality assurance evaluations, tests and documentation were completed on the methods, materials, quality and processes of the concrete repairs. Laboratory testing included measuring diffusion characteristics of concrete mixtures to permit and conduct numerical modeling using STADIUM® to predict when chemical distress of the concrete and corrosion of the steel will occur.
