Stafford Disaster Relief and Emergency Assistance Act, PL 100-707, signed into law November 23, 1988; amended the Disaster Relief Act of 1974, PL 93-288. This Act constitutes the statutory authority for most Federal disaster response activities especially as they pertain to FEMA and FEMA's programs.IA Branch-DSA coordinates with Operation - ORR Response & Recover function to expedite Federal, State, and local governments’ ability to help citizens and communities recover from the effects of a major disaster.The Disaster Survivor Assistance Specialist Asses Inform and Report into affected communities after a major disaster to gather and disseminate information about the disaster response and recovery process.
