  Pioneered multilateration and ADS-B surveillance in airport and air traffic control markets in Asia, North America, and Europe. Directed the effort to develop real time automatic aircraft identification software based on Rannoch’s Mode S transponder decoder hardware. Managed the implementation of Rannoch's AirScene tracking systems at more than 20 airports and military test ranges worldwide. Developed algorithms to track and integrate aircraft data from multiple sources. Awarded patents on several innovative aircraft recognition techniques. Conducted flight-testing on several surveillance systems including the Precision Approach Runway Monitoring System at Atlanta Hartsfield International Airport. Flight testing included flying four ILS approaches to decision height and flying a 200 square mile grid around the airport. Conducted flight-testing of Rannoch’s multilateration system at Calgary to determine coverage and accuracy of the system. Conducted testing of a developmental inductive loop system for determining the position of aircraft on the airport surface.Procured and installed various avionics test equipment for Rannoch’s lab including GPS hardware, software and antenna systems, Aircraft Communications Addressing and Reporting System (ACARS) hardware, software and antenna systems, and Mode S transponder equipment and antenna systems. Used ORCAD printed circuit board design software during the development of the Mode S decoder hardware. Extensive hands on experience installing and maintaining two-way radiotelephone equipment, including the mounting of antennas on radio towers. Conducted assessment of aircraft approach procedures, and crew adherence to cockpit procedures. Built a comprehensive database of controlled flight into terrain accidents and loss of control accidents.   Responsible for the integration, assembly and testing of the FAA’s Low Cost Ground Surveillance (LCGS) system at San Jose International Airport. Responsible for procurement of all radar system and display processors for the HITT A3000 target tracking and data fusion system, rack wiring and assembly and installation of the Terma 21’ surface movement radar (SMR) antenna on top of an 80 foot tower, as well as installation of the wave guide and lightning protection system.   Systems engineering and management of technology refresh project for FAA's ASDE-X surface surveillance system. Surveying 500+ sensors installed throughout the NAS in preparation for larger bandwidth communication links necessary to handle the increased data associated with ADS-B messages being transmitted over both the 1090MHz and 978MHz channels. Upgraded communication links may use copper, fiber and radio link methods.
