      Appointed by Governor Barbour to lead the newly formed Disaster Recovery Division tasked with managing more than $5 billion in federally awarded disaster funds appropriated by Congress for Mississippi’s Hurricane Katrina Recovery. Worked closely with Governor Barbour, the Governor’s Chief of Staff and other advisors to develop recovery strategies, policies and plans for implementation. Established strong, enduring working relationships with a diverse group of other state department heads as well as the state legislature, local and state elected officials throughout Mississippi to recover housing stock, rebuild public infrastructure/facilities and implement initiatives to retain/ attract new jobs. Implemented a multi-faceted private-sector model comprised of financial, monitoring/audit, communications, compliance and product departments to develop, design, and implement recovery programs and ensure compliance with federal requirements. Recruited a team of department heads (CFO, Chief Compliance Officer, Director of Communications), product managers with more than 30 employees, and hundreds of contractors to manage 17 diverse recovery initiatives ranging from direct assistance to homeowners, construction of affordable housing, economic development initiatives, and construction of public infrastructure and facilities. Worked with federal regulators to ensure program adherence to all applicable federal regulations and to help evolve/improve future disaster recovery policies and procedures based around the unprecedented Katrina experience. Implemented performance requirements and higher accountability standards for contractors and staff resulting in more than $30 million in cost savings and state administrative costs below 3 percent.
