  Senior Management Analyst

  As a senior level analyst, the incumbent initiates, plans, develops, implements, and monitors the delivery of RIMC services to all organizations throughout the Department of State's functional and regional bureaus, overseas posts, foreign affairs agencies, and other federal and state agencies. Incumbent further researches, analyzes, and provides expert technical advice and assistance on complex program issues. In this capacity, the incumbent performs the following duties and responsibilities on a regular and recurring basis:Functions as an expert analyst on highly visible RIMC program initiatives involving frequent precedent setting and cross-cutting issues of effectiveness and efficiency related to improving the delivery of RIMC products and services to the Department's constituent posts and other Foreign Affairs agencies' customers worldwide. Conducts in-depth Department-wide studies/surveys involving the analyses and evaluation of the effectiveness of major program initiatives and management processes in achieving mission goals and objectives. Develops alternatives and solutions, delivers presentations to introduce and defend alternatives of study findings. Collects and analyzes data from a variety of sources and evaluates and develops mechanisms for improving the effectiveness of work methods and procedures, administrative processes, information and documentation systems, and similar administrative functions. Also, evaluates the short and long-range impacts and effectiveness of administrative processes and project initiatives.Participates with the RIMC Managing Director in the development of strategic and operational plans, goals, objectives, and timetables for the implementation of new administrative management support initiatives and projects which cut across organizational lines.
