Oversaw all emergency response and anti-terrorism/force protection operations and contracts for an 18,000-person community encompassing 58,000 acres. Also led all investigations, K-9, and confinement programs. Incident Commander/Operations Coordinator for all fire, EOD, crash, active shooter, and other emergency responses.• First to develop an emergency response database giving first responders critical safety data prior to arrival on scene.• Selected to deploy as the senior Emergency Response and Force Protection Director at Al Mubarak Air Base, Kuwait.• Developed and executed security personal protection details for the Secretary of Defense.• Served as a sexual assault board member to provide law enforcement expertise to the prevention team.• Developed the command’s first joint fire and police training compound. Oversaw all emergency management, force protection, criminal threat intelligence, and integrated base defense security operations for for a 630-acre complex with mission-essential resources valued at $450M. Oversaw all anti-terrorism and force protection programs and countermeasures for the largest coalition of installations in Southwest Asia. • Incident Commander for 43 improvised explosive device incidents, ensured zero casualties.• Built and managed the AOR’s first ever Surface Air Missile Footprint Threat Detection Team. Team had 100% success in ensuring the safety all military and civilian aircraft in Southwest Asia.• Worked with host nation engineers to ensure that all potable water sources and power grid infrastructure was adequately secured to ensure the continuation of U.S. military operations and maintain force health.• Responsible for organizing and managing all the force protection requirements for the largest coalition installation in Southwest Asia.• The 1st Air Force officer to work with the State Department’s Special Operations Tactics Team on VIP protection in the AOR and detainee escort.• Created and managed the largest electronic intrusion detection system in the DoD. Managed a budget and resources of more than $15M worth of emergency management resources. Emergency Operations Center Director and the Incident Commander, Operations Coordinator for all HAZMAT, fire, EOD, crash, active shooter, and other emergency responses for a 19,000- person community. Emergency Operations Center Director and the Incident Commander/Operations Coordinator for all fire, EOD, crash, active shooter, and other emergency responses for a 17,000-person community.• Overhauled installation access control measures. Choreographed physical and electronic security measures to ensure that only authorized access was granted. • Created robust installation wastewater and drinking water infrastructure protection program. Worked to develop plans and response operations to mitigate the risk.• Ensured that plans were in place and exercised to maintain local, state and federal continuity of operations during an incident. • Developed exercise plans to address local, state and federal response to high-risk chemical facilities based on DHS’s Chemical Facility Anti-Terrorism Standards. Coordinated the emergency response to three exercise scenarios ensuring a timely multi-organizational response.• Tracked all threats and emergency contingencies within the continental U.S. and coordinated interagency efforts to ensure maximum loss mitigation to personnel and resources. • Interagency coordination lead for DTRA, NORTHCOM, CDC, FAA and AFRICOM ensuring that the U.S. response to the biological threat to the homeland was controlled and mitigated during the African Ebola outbreak in February 2014.
