During this period he demonstrated exceptional planning, preparation and project management skills while developing and implementing unit-wide Boarding Office and Boarding Team Member training courses. Due to limited support from regional training teams, LT Delarue aggressively undertook… Show more "I note with pride and an pleased to commend LT August Delarue for his performance as the Law Enforcement Training Officer for the Marine Safety Office/Group Portland, Oregon, from 17 March to 4 April 2003. During this period he demonstrated exceptional planning, preparation and project management skills while developing and implementing unit-wide Boarding Office and Boarding Team Member training courses. Due to limited support from regional training teams, LT Delarue aggressively undertook the challenge of creating the courses himself. He identified the need for additional qualified personnel, pursued command support, and overcame numerous administrative and logistical obstacles to provide an outstanding course of practical and theoretical law enforcement instruction. Working under an extremely ambitious three week timetable, he recruited and identified members for participation. He coordinated the efforts of five instructors from various departments, scheduled over 40 classes and developed course curricula and maintained Personnel Qualifications Standards records for 43 students. During the most intense portion of the program LT Delarue was responsible for four classes of instruction per day, covering such important topics as: the Coast Guard's use of force continuum, tactical procedures, searches, hostage situations, and weapons removal & retention. His efforts resulted in this unit's ability to implement a permanent duty rotation of trained Boarding Officers and Boarding Team Members that filled a critical need in support of Coast Guard's Homeland Security missions, and greatly contributed to increased security of the Columbia River Region. LT Delarue is commended for his outstanding performance of duty. By his meritorious service, he has upheld the highest traditions of the United States Coast Guard." Show less
