      Initiated, coordinated, & led a major system end-to-end “thread-test” through collaboration with national customer representatives and sub-contractors, which decreased program risk & increased customer satisfaction, that saved approximately $2M and 190 days of development and integration. The program met strategic goals, entered operations, and was the first successful operation of a reusable unmanned spacecraft to provide short-notice, low-cost access to space. I received an award for systems engineering excellence and was promoted to engineer level 4 during my time on the program.Ensured interoperability of both the terrestrial and non-terrestrial segments of the planning, development, implementation, and operation of the program. Performed Systems Engineering Integration and Test (SEIT) with engineering, teammates, subcontractors/suppliers, and customers (hardware, electrical, wiring, signals/frequency, communications, software, networks).Prepared and reviewed design documentation for the preliminary design review (PDR) and the critical design review (CDR). Resolved technical/engineering issues and finalized requirements. This included writing, evaluating, and dispositioning discrepancy reports, developing, executing, and evaluating test plans, test procedures and test reports, and outlining technical console manual procedures. Created test plans and test procedures, and tested hardware and software at a secondary/remote site to verify interoperability of the subcontractor systems, update requirements traceability, and document and submit discrepancies for resolution to ensure remote facility readiness.Decomposed & analyzed requirements in specifications and interface control documents (ICDs) using the Dynamic Object-Oriented Requirements System (DOORS) and updated systems specifications, the systems ICD, and the concept of operations. I was formally recognized for my leadership and management skills and received a performance incentive award.Successfully partnered with engineering Cost Account Managers (CAMs) to lead reviews and updates to program and fiscal management plans, resource management baselines, and to validate completion estimates and variances. Utilized Deltek Open Plan EVMS and the Microsoft office suite to evaluate program planning and control activities to ensure overall interoperability (horizontal and vertical integration) during major program rebaselines. Evaluated and integrated EVM variance analysis and partnered with finance and engineering to resolve budgetary and cost account discrepancies.Facilitated engineering technical exchange meetings, consolidated variance reports into quad-charts to report and communicate to program leaders approved IMS impacts and changes (including critical path conflicts). VISN 20 includes eight (8) Health Care Systems, with five (5) inpatient medical centers, forty-seven (47) Community Based Outpatient clinics, six (6) Domiciliary Programs, and six (6) Community Living Centers managing over 471,450 unique patients with a Veteran Population of 1 million and approximately 17,000 employees spanning Oregon, Washington, Idaho, Alaska, one county each in Montana and California. Provide oversight of EEO development, administration, evaluation, and advisory functions of the Program and serve as the principal advisor and subject matter expert in the area of EEO, Harassment Prevention, Alternative Dispute Resolution (ADR), Civil Rights External Program, and the Minority Veteran Program for the Network Director and the VISN Executive Leadership Team.Responsible for the operation of the EEO Program and ensure that all actions, decisions, and plans are in accordance with regulatory guidelines and directives by collaborating with Healthcare System Directors, Management, Human Resources, other Stakeholders as needed, and the Office of Resolution Management Diversity and Inclusion (ORMDI).Requires knowledge of Federal EEO regulations and principles, healthcare operations, personnel administration, management & consulting skills, and focusing on the VA Mission and the VA ICARE VALUES.
