      I served at sea aboard a destroyer, managed ship repairs, and led and supported numerous ship design and ship systems research and development efforts. Highlights of my active duty service include:• Deputy Central Area Operations, Naval District Washington (NDW) (2003-2004). Managed collection and verification of Base Realignment And Closure (BRAC) data call material for all of NDW.• Chief Staff Officer, Carderock Division, Naval Surface Warfare Center (2002–2003). Recognized for spearheading a major staff reorganization. Coordinated Disaster/Emergency Preparedness efforts for the Division. Led the Working Conditions Focus Group to address the results of the first Employee Opinion Survey. Oversaw all base security operations.• Assistant Project Manager, Naval Sea Systems Command (2000-2002). Recognized for refocusing non-lethal weapons development from maritime interdiction to Anti-Terrorism/Force Protection (AT/FP) while simultaneously developing an acquisition strategy for the replacement Fast Combat Stores Ship, T-AOE(X) that saved $130M per ship.• Action Officer, Office of the Chief of Naval Operations (1998-2000).       Program Manager

      I provided program planning and execution to help strengthen America’s security and resiliency by providing knowledge products and innovative technology solutions for the Homeland Security Enterprise. I ensured effective planning, programming, and budgeting for each project, including formulation of coherent program strategies, and work closely with S&T, component, and other federal, state, and local agency personnel during execution.At the Homeland Security Advanced Research Projects Agency (HSARPA), where I started, I led the $19.5M MagViz (Magnetic Vision) Program with Los Alamos National Laboratory to develop an Ultra-Low Field Nuclear Magnetic Resonance bottled liquid screening system for improved aviation checkpoint security. I conducted two well-received public demonstrations at the Albuquerque Airport. I later joined the Explosives Division and served in a succession of program management roles. I am currently serving as the Air Cargo Program Manager. As such, I was responsible for 11 projects with an annual budget of $15.1M. Highlights include:• Demonstrated the FLIR TD MS v. 1.5 Explosives Trace Detector during DHS Day on the Hill and coordinated operational testing at the Transportation Systems Integration Facility (TSIF) during February 2012 and field trials with the US Park Police on 4 July 2012 on the National Mall.• Coordinated execution of a joint project with JIEDDO for Phase II development of Trivaldi, a handheld multiplexed, fluorescence-based prototype trace explosives detector. • Initiated and served as the lead presenter at Community Perceptions of Technology: Handheld Passenger Screening Technology for Anomaly Resolution panel held on 8 November 2011. • Worked with users to develop and lead successful SBIR (Small Business Innovative Research) efforts through delivery of Phase II “Handheld Multisensor Wand for the Detection of Threat or Illicit Objects on Persons” prototypes.
