  As a Federal Project Developer Ms. Howard was responsible for developing energy savings performance proposals for clients in the federal sector. Ms. Howard has expertise in project development and management, budget and scheduling and developing proposals. She has been a Leadership in Energy and Environmental Design (LEED) consultant and project manager for several LEED projects. Her responsibilities have included analyzing scopes of work, prequalifying and evaluating team member responsibilities, monitoring and tracking programmatic and construction schedules, financial and budgetary planning, and establishing document control systems. She has led progress meetings and coordinated the collaborative responsibilities of architects, commissioning agents, mechanical, electrical and civil engineers on several energy related projects. Ms. Howard has managed or participated in a variety of construction environments and scopes of work including Brownfield and Greenfield sites, public campuses, tenant-occupied spaces, phased construction, design-bid-build, and design-build.
