      NYC Central Business District Tolling Program implementation• Lead staff and consultants on a Federal environmental assessment of traffic, transit, air quality, and economic impacts of the tolls and conduct project outreach.• Analyze data, write policy papers, coordinate with MPOs, and advise senior staff for implementation of a program that will generate $15 billion for the MTA Capital Plan.Toll Policy and Capital Planning• Lead environmental reviews of traffic and air quality impacts from planned toll policy changes (e.g., toll increases, customer rebates). Also obtain and analyze transaction data, maintain a toll elasticity model to project new revenue by facility and vehicle type, and present toll scenario recommendations to senior staff at B&T and MTA HQ, • Manage planning analysis for regional transportation improvements including “split” tolling at the Verrazzano-Narrows Bridge, cashless tolling, and bridge walkway enhancements. • Develop reports on B&T traffic, toll revenue, costs, and operational highlights for senior staff.• Managed staff developing investment justifications for MTA HQ approval to proceed with B&T capital projects.
