With an estimated cost of 2.5 billion USD, the development showcases a significant investment in providing modern amenities and well-planned infrastructure to enhance the quality of life for residents in the capital city of Libya.As the Site Manager with WSP in the Sidi Al Saiah Project, I successfully managed the construction of three phases, encompassing 10,000 housing units in 625 multi-story buildings on backfilled land. I efficiently led a multicultural project team, which included three Phase team leaders, 15 site inspectors, and coordinated closely with design engineers. In my role, I was responsible for reviewing contractor's technical submittals and approving payments. I also demonstrated strong negotiation skills in managing claims and variations, resulting in over 40% savings on the originally claimed amounts. Furthermore, I played a pivotal role in promoting a robust site safety culture by developing a widely adopted safety manual for other project phases. Furthermore, Phase 1 encompasses essential facilities such as a main Sub-Station with a capacity of 250 MVA, a greywater treatment plant capable of processing 8,000 cubic meters per day, a district cooling plant with a capacity of 55,000 refrigeration tons, and an automated waste collection network and plant capable of handling 100 tons of waste daily.The estimated cost for Phase 1 of the infrastructure development is 614 million Saudi Riyal, equivalent to approximately 164 million USD. This phase serves as the foundation for the entire Jabal Omar Development Project, providing vital utilities, services, and road networks to support subsequent phases of construction and development.As the Construction Manager for the Jabal Omar Development Project's infrastructure package, I successfully managed and completed the entire scope of work. Coordinating with relevant authorities, I ensured essential utility connection approvals through effective communication and regulatory compliance. Notably, I led the fast-track construction of the first portion of the ring road, recovering a two-month delay and expediting the handover process. Additionally, I actively contributed to implementing Value Engineering techniques, resulting in significant cost reduction and shortened completion duration.
