      Reported to five elected officials serving as the Board of Directors. The workforce of 155 bus operators, maintenance employees, & support staff provided over 2,000,000 rides annually on fixed route buses and paratransit vans; established policy, and procedures, and developed and administered capital and operating budgets. Hired to oversee the workforce’s day-to-day operations and direct actions to clear a Federal Transit Administration (FTA), Financial Management Oversight (FMO) Review consisting of three Material Weaknesses and 22 Reportable Conditions. The Material Weaknesses were cleared in three to six months avoiding over a $350,000 reimbursement of Federal Grant funds. The Reportable Conditions were corrected in one to twenty months. A FTA Triennial Review three and one half years after I was hired, had no deficiencies. Other organizational accomplishments included reducing overtime 54% (over $190,000 annually), eliminating over $800,000 of annual maintenance expense, and construction of a $1.3 million vault room, fuel island & bus wash. I also had the additional responsibility to secure legislation for a Polk Transit Authority; to serve the Authority's Board of Directors; to develop a Countywide Transit Plan; to develop a public education program; and, to secure a source of funding for Public Transit in Polk County Florida.       Reported to a nine member Board of Directors while concurrently reporting to a five member Board of Directors at the Lakeland Area Mass Transit District. Prior to appointment, by elected officials, as Interim Executive Director for the Polk Transit Authority I was instrumental in drafting the legislation creating the Polk Transit Authority; and, in drafting legislation to authorize Polk County to levy, with voter approval, a one cent sales surtax to fund the Polk Transit Authority. I appeared before Florida House and Senate members and committees to provide support and answer questions related to both pieces of legislation. The related bills were ultimately signed by the Governor. The Polk Transit Authority staff, for which I became responsible, consisted of "in-kind-service" employees from Polk County's three transit agencies and the Transportation Planning Organization. I obtained over $250,000 from the Board of County Commissioners and $100,000 from the Florida Department of Transportation to fund a Countywide Transit Plan, a public education program and other related start-up activities.
