      I am an executive leader who manages the areas of acquisition, contract management, and network support of Veteran care in the community. I provide oversight, planning, and advice on complex acquisition strategies to support community care, that represent expenditures of billions of dollars. I serve as the principal liaison between VA third-party administrators and VHA to establish and maintain a mutual understanding and cooperation of program and contract needs. I provide analysis to facilitate an understanding of the current healthcare network operating environments, as well as improve community healthcare based on Veteran wait times for appointments, travel distances, costs/rates, mental health services, ancillary services, and pharmacy services. To ensure procurements meet Federal Acquisition guidelines, I conduct quality control oversights and recommend policies and plans to acquire healthcare services. Show less I was a senior specialist on enterprise-level processes surrounding community care contracts, contract modifications, and other community care activities and initiatives. I provided direct oversight of contractors' performance, deliverables, and invoicing for the Community Care Network (CCN), Patient Centered Community Care (PC3), National Dialysis, and Cryopreservation contracts, in addition to the identification and resolution of issues. I was the business owner for the Enterprise Program Reporting System (EPRS), so I was responsible for approving and prioritizing change requests and establishing business performance metrics. I liaised with other IVC directorates to ensure successful programmatic operations were sustained, including completion of contract change requests, implementation of modification requirements, and system enhancements that met the needs of VHA, Veterans, and community care providers. I reported to internal and external oversight entities regarding contract requirements, contract interpretations, community care programmatic oversight, and any current risk mitigations. Show less I was a senior leader responsible for the management and oversight of contractual activities related to the community care contracts, contract modifications, and operating budgets for the Patient Centered Community Care (PC3), Community Care Network (CCN), and Dialysis healthcare contracts, which collectively represented expenditures of billions of dollars. I evaluated national program budget projections that span multiple fiscal years to ensure programs remain funded for each fiscal year. I hosted quarterly Program Management Reviews for the CCN contracts to discuss contractor performance and any other contractual concerns that are not related to the Quality Assurance Surveillance Plan. I proactively identified gaps in processes or contract functions and facilitated corrective actions for the program that would lead to overall programmatic improvements. Show less I oversaw all operations of the department including: developing departmental policies and procedures that support effective and efficient contractual administration of the PC3 and CCN contracts, executing and monitoring the department's operating budget, and managing resources (including standard operating procedures and desk procedures) to ensure consistent Contracting Officer Representative (COR) processes across COR teams. I was relied upon by the Deputy Undersecretary of Health to provide recommendations when developing new contractual requirements (such as MISSION Act contract modifications or other regulatory guidance) or negotiating performance standards and financial needs with the contractors.
