      -Provide the Mayor, City Council, Department Heads and their staff with written opinions on points of law, interpretation and applicability of federal, state, and local laws and statutes. -Analyze and draft ordinances, resolutions and contracts on issues ranging from the state of Alabama’s first municipal cemetery rehabilitation authority, the taxpayer’s bill of rights, the principal party liability procedure for collecting municipal sales tax remissions, the municipal jail inmate telephone system and the demolition of structures that constitute a threat to the health, safety and welfare of the public or that are an impediment to economic development and growth within the City.-I manage, direct and litigate the defense of lawsuits in areas of administrative law, bankruptcy law, civil rights, contract law, constitutional law, criminal law, employment law, forfeiture law, general tort law, property law and worker's compensation law in both state and federal court. -Represent the City as a special prosecutor in municipal and circuit court in cases involving: traffic violations, dui, domestic violence, harassment, menacing, criminal trespass and mischief, zoning violations and comparable cases. -Review proposed rules, regulations and bulletins prepared by administrative personnel for conformity to the law.-Prepare complaints, answers, interrogatories, pre-trial and dispositive motions and briefs.-Conduct voir dire of potential jury panels and strike the jury.  Reported Cases: o Green v.        Represent and advise the Governor and other state personnel concerning the role of the Governor’s office in state government, separation of powers and state’s rights. Represent the Office in state and federal litigation related to the “Water Wars” between Alabama Georgia and Florida over control of flow challenges in the ACT/ACF water basins; STAARS, Gulf State Park; and challenges to the election date of Senator Sessions’ vacated senate seat.  Represented Office of the Governor before the Alabama Ethics Commission and Alabama House Judiciary Committee on Impeachment in relation to alleged violations of the Alabama Ethics Act and Fair Campaign Practices Act. Represent the Office in remediation efforts before ADEM and the EPA related the various plumes in Montgomery. Represent the Office at Contract Review Committee meetings and brief legislators as needed. Review, analyze and present all resolutions and bills to the Governor for constitutional compliance, provide advice concerning the use of state resources for campaign, election and inaugural related events or issues, as well as open meetings, executive session and sunshine laws. Review, negotiate and approve all Project Agreements for Cash Incentives or Tax Credits provided by the Alabama Department of Commerce to ensure state compliance under the Alabama Jobs Act, Alabama Reinvestment and Abatements Act and Alabama Veterans and Targeted Counties Act. Provide the Governor with written opinions on points of law interpretation and applicability of federal, state, and local laws and statutes. Attend all Ethics Commission meetings and brief the Governor on all opinions that impact the Governor’s Office.
