Assisted the authorities of both Entities of BiH with the development and subsequent implementation of an action plan to improve the system of payroll tax collection, control and enforcement to allow for improved collection of social insurance contributions. Provided assistance in elaborating policies and the necessary legal framework to extend and harmonize the coverage of social insurance services both in terms of benefit provisions and contribution collection. Advised the authorities in both Entities on the current operations and future directions of the revenue and expenditure management regime with respect to pensions. Reviewed administrative arrangements in force in each Entity, including the role of Tax Administration, Ministry of Finance, Pension Institute/Fund [PIOs], Health Insurance Funds [HIFs], the Employment Institutes (EIs), and the Labor Inspectorates. Evaluated primary problems/constraints on improving compliance on pensions, health insurance, and employment insurance payroll tax payment. Reviewed operational co-ordination with respect to payroll tax collection between the PIOs, HIFs, Entity EI’s, and the Tax administrations and Labor Inspectorates at central, regional/ cantonal and municipal levels.
