  Leading the Health Insurance Directorate within the Ministry of Health, that developed the legislation and secondary regulations in the field of social health insurance. Direct participation in representing the Ministry of Health in the legislative process of hearings and the adoption in Parliament of the first Health Insurance Law in Romania - Law 145/1997. This law radically changed the principles of fund collection, organization, contracting and payment of healthcare units, including the transition from general practitioners and salaried specialists in public hospitals and polyclinics to a model based on independent contractors, the establishment of private medical offices for family doctors and outpatient specialists. The payment mechanisms of hospitals changed from itemized line budgets to payment for completed cases (DRG). Participation in the development of the first draft of the National Health Strategy 2014-2020, of the activity plan and its monitoring and evaluation framework. Participation in the development of the EU health assistance budget for Romania for 2014-2020 and the fulfilment of the conditionalities agreed with the European Commission. Development of proposals for the revision of the legislation and regulatory framework for the financing and contracting of health services (especially preventive services provided by family doctors) and drug policy (especially the use of transparent criteria based on methods for evaluating medical technologies for the inclusion of new products on the lists of reimbursed drugs). Elaboration of the proposal for a new investment project financed by the Government of Romania from a loan from the World Bank, including components for developing the capacity for assessing medical technologies and quality assurance mechanisms, planning services and developing regional hospitals, equipping specialized medical services in outpatient clinics and hospitals and developing palliative care services. The project was approved by the World Bank in March 2014, as the Health Sector Reform Project (P145174) worth 250 million Euros and was approved by the Romanian Parliament through Law no. 179/2014.   From 2021 to 2025 at the National Center for Statistics in Public Health (CNSSP) my main responsibilities included quantitative analysis of statistical data on health service utilization and demographics, development of methodologies and quality assessment of health statistics, updating health information systems and analysis of economic and performance indicators of health services, responding to requests of information from the Ministry of Health, members of Parliament, pharmaceutical and clinical research management companies, students carrying out research, NGOs. Prepared report on the impact on the COVID19 epidemic on the health status and the health care system in Romania analyzing data from 2020 and 2021 (unpublished). Carried out tasks in project management, monitoring and evaluation, synthesis and structured presentation of medical knowledge. Represented Romania in WHO Europe working group on mental health performance, mentored foreign public health students in cancer epidemiology research and published scientific articles in peer reviewed international medical research journals.Between 2014-2021 at the National Center for Health Evaluation and Promotion (CNEPSS) did contribute to the annual national reports on the health of the general population and of children and the 8 regional health service plans approved by Ministry of Health Order. Main responsible for coordination by INSP of the monitoring of the Romanian National Health Strategy 2014-2020, preparing annual progress reports. Developed the cardiovascular disease screening project coordinated by INSP, with a budget of 20 million Euro, financed by EU funds and implemented in 2020-2024, involving about 900 family doctors. The project assessed the cardiovascular risk of approximately 150 thousand people. Participated in several health projects financed from EU funds and state budget in the field of disease prevention, primary health care, community services for Roma communities and COVID19 epidemic.
