      A project of the Citizen Security and Justice cluster within the Innovation in Citizen Services division in the IDB, the main objective of the consultancy is to collect and analyze information on crime under-reporting in the Latin American and Caribbean (LAC) to understand the factors that drive crime under-reporting, including its magnitude, characteristics, and potential opportunities for improvement in policy responses. Specific tasks include:-Detailed analysis of Crime Under-reporting in the LAC region.-Provide policy recommendations via the systemic review of successful crime under-reporting reforms undertaken by the international community and highlight existing successes and failures in the LAC region for previously adopted policy changes.-Carry out a systematic literature review on crime under-reporting, and the drivers thereof in the LAC region, via a structured list of the reviewed papers, including search strategy and selection.- Create a theoretical framework for analyzing the data gathered from the surveys.- Outline a work-plan detailing the work schedule, main activities and a calendar of expected dates.-Provide support on Data Analysis via descriptive analysis of survey microdata to draw insights on the prevalence and drivers of crime under-reporting.-Expected publication of paper in December 2020.
