Specific duties in accomplishing these monitoring activities included routine inspections of regulated facilities; environmental and waste characterization sampling (including establishing and maintaining chain-of-custody); uncontrolled hazardous waste site investigation and support of activities in connection with Tennessee's "Superfund" regulations; complaint investigations (solid and hazardous waste); emergency response to hazardous waste incidents; interpretation of analytical data from environmental and waste characterization sampling; technical assistance support to other program personnel and the regulated community; public education; preparation of site sampling strategy plans; initiation of and assistance in enforcement activities; and limited toxicological assessment using available reference data.       As a Chemist 3 in charge of the Metals Analysis Unit of the Inorganic Section, supervised three full-time, professional chemists with shared supervisory responsibility for another professional chemist, in addition to performing analysis of air, water, waste and fish tissue samples in support of the State environmental regulatory programs. Proficiency as an analyst, coupled with supervisory capabilities, resulted in the reduction of a two month sample backlog in the metal's analysis section to less than two weeks. Also in charge of quality assurance and good laboratory practice (GLP) in accordance with established EPA SW-846 methods. Responsible for and successfully maintained the laboratory's certification for all inorganic drinking water analysis methods through satisfactory participation in blind unknown reference sample testing conducted by EPA, periodic in-house analysis of known reference samples, and establishment and maintenance of routine QC procedures, charts, and limits based on EPA guidelines. After successful management of the Metals Analysis Unit, similarly improved the performance and capabilities of the Anion Analysis/Wet Chemistry Unit after taking over the supervisory responsibilities there. Exemplary performance was recognized by a merit salary increase during tenure in these two supervisory positions. Performed an in depth research project on the precision and accuracy of the Extraction Procedure (EP) toxicity test procedure as outlined in the State's hazardous waste regulations. Working with EPA staff at several ERL's, the Office of Solid Waste, and several private laboratories, conducted experiments to determine the effect(s) of temporary pH level excursions during the test on metal concentrations in the final extract from automobile shredder fluff waste. Immediately assigned to instructing undergraduate Chemistry majors enrolled in Analytical Chemistry, due to highest score on the incoming graduate student proficiency examination in Analytical Chemistry, and professional experience as a laboratory supervisor in two previous positions. Additionally instructed students chosen for the honors General Chemistry class, which included more challenging laboratory work as well as a more rigorous overview of General Chemistry, and graduate students enrolled in the Department's Instrumental Analysis course. Duties included all laboratory preparation functions; preparation of any analytical reagents and stock solutions necessary for the scheduled laboratory assignments; equipment setup, calibration and troubleshooting; as well as direct supervision, guidance and instruction in proper laboratory technique of up to 20 students at one time. Received extremely favorable performance ratings from students during tenure while pursuing Ph.D., with many students citing excellent communication skills and broad knowledge of Analytical and other areas of chemistry, which enhanced their understanding of the course's subject matter.Mobilized with 300th MASH Army National Guard unit during the course of this position and graduate studies at Vanderbilt University; returned after release from active duty to complete Ph.D. requirements. Worked closely with hourly line workers as well as salaried production supervisors to ensure that the principles and procedures of Exide's Corporate Quality Policy were understood and implemented during the final phase of lead/acid battery manufacturing, just prior to shipment to final customers or other distribution centers serving Exide's worldwide automotive, commercial and specialty battery markets. Approached by the President of the Lithium Ion Division, a new market venture taken by the corporation, to assist in the development and production of lithium-based replacement batteries for cellular phones in a proposed new plant location in Bristol, TN. Research abilities and technical expertise were cited by both QA and DC management, as well as the then President of the Bristol SLI plant, who was responsible for operational oversight of all Exide facilities in the Bristol, TN area. Lead auditor in support of TN&A’s subcontract laboratory evaluations, conducted for the Naval Facilities Engineering Service Center.
