It included the Navy's largest aircraft carriers, Merchant marine fuel tankers and LMSRs to the Navy's smallest mine sweepers and salvage ships while utilizing a combination of single screw Navy YTBs along with Navy-owned and Commercial Z-Drive tractor tugs to perform these duties. Piloted, docked, undocked, or anchored 12 pre-positioned USNS/Merchant ships and visiting U.S. and foreign flagged military ships and submarines of all gross tonnage into and out of the port in all variance of light, darkness, currents, fog, and gale force winds utilizing two 3200 hp Z-Drive tractor (KST) tugboats. Thoroughly versed on all facets of logistical fleet support, shore based and waterborne, provided to Naval Support Activity and tenant commands which included the management and supervision of 180 contract personnel, the coordination and planning of all harbor movements, and the assignment and placement of all harbor assets such as fendering, mooring camels, and floating docks.Coordinated and directed the scheduled maintenance and refurbishment of 15 navigation bouys, 35 Yokohama fenders, 2 submarine fenders, 9 fuel and flat barges, 19 small craft which included 5 landing craft mechanized, 5 water taxis, and 7 utility boats and skimmers used for oil spill recoveries and oil boom deployments, and associated mooring equipment such as the mooring lines, brows, cable trays, and gangway stands.
