      Determine the fate and transport of pesticides, ammonia, and particulates in the Chesapeake Bay region of Maryland using emissions models and field data. Approach: Collected soil, water, and air are analyzed and results are integrated into emissions models, such as PEM (pesticide emissions model). The emissions model output is then used in the community multi-scale air quality model (CMAQ) to examine the effects of pollutants on regional ecosystem health.

      The position is responsible for planning, organizing, and directing the work of the Diesel Programs Enforcement Branch (DPEB). DPEB ensures compliance with CARBs on- and off-road diesel regulations. The Air Resources Supervisor II position provides direction and assistance to subordinate managers and staff in interpreting and applying regulations, planning case investigations, assessing violations, initiating enforcement actions, negotiating settlements, and preparing cases for civil and criminal litigation. The Branch Chief has overall responsibility for a broad range of general program and workforce management activities, including providing input to the regulatory development process to improve enforceability to ensure an effective enforcement program, developing enforcement strategies and plans. Show less Mission: The Diesel Programs Enforcement Branch (DPEB) is responsible for enforcement of California’s on and off-road diesel regulations and programs. Examples include the Statewide Truck and Bus, Off-Road Equipment, and Transport Refrigeration Unit Regulations, and the Periodic Smoke Inspection, Verified Diesel Emissions Control Strategies (VDECS), and Heavy Duty Vehicle Inspection Programs.Specific Duties: The Air Resources Supervisor I is a first level supervisory position and I am responsible for planning, organizing, and directing the day-to-day inspection, investigation, case resolution, litigation support, and other related services and activities performed by section staff; and ensuring staff productivity. Additionally, I assist the branch chief with a broad range of general program and workforce management activities, including providing input to the regulatory development process to ensure enforceability, developing enforcement strategies and plans, and developing and reviewing legislative and budget proposals. Show less Mission: The Freight Emissions Assessment and Testing section conducts emissions evaluations of heavy-duty vehicles and equipment. Studies performed in the section provide scientifically and legally defensible engineering data in support of HD vehicle regulation, in-use implementation, emissions inventory characterization for criteria pollutants and greenhouse gases, sustainable freight transport initiative, enforcement, and other research activities. Specific Duties: Oversee testing at MLD’s Depot Park facility, which requires coordinating test programs, ensuring adequate functionality of emissions measurement instrumentation, developing and maintaining data acquisition systems, post processing and analyses of measurement data, maintaining measurement databases, preparing technical reports and presentations for all levels of staff and management, assisting in other testing programs within the branch, and communicating with client divisions. Show less Project lead for the off-road modeling tool used to assess the air quality and climate impacts of the aforementioned sector. The off-road modeling tool incorporates criteria and greenhouse gases (GHG) emissions from agriculture, aviation, and locomotives and is used to evaluate current and future year emissions under various scenarios. Scenarios are developed through data analysis, including Intergovernmental Panel on Climate Change (IPCC) data and Department of Energy (DOE) models, by communicating with staff internally, and working with external stakeholders.Develop emissions reduction policy concepts for California from the results of scenario analysis for greenhouse gases and criteria pollutants. Communicate and iterate concepts and scenario results internally with staff on regulatory and incentive programs. Coordinate and lead external stakeholder engagement for scenario emissions analysis. Identify existing policy targets to incorporate into the analysis from partner government agencies, i.e., targets for the US EPA greenhouse gas standards and criteria pollutant mitigation from the Clean Air Act. Engage with non-government stakeholders to communicate scenario analysis outputs and gain an understanding of their strategy concepts and market barriers. Assist in the development of scenario analysis tools and data collection. Write technical reports, memos, letters, and report summaries for all levels of staff and management, external stakeholders, and the general public, including assisting in the development of the State Implementation Plan. Prepare and conduct presentations of policy analysis and data to board members, upper management, and the general public in workshops and public hearings. Show less
