  Responsible for programs ensuring the safety of students and staff and for the enforcement of laws on campuses. Selected as the first School Resource Officer (SRO) for the Atwater Police Department in 1995, serving the Atwater High School campus with over 2700 students where he was instrumental in developing and implementing a Safe School Plan, new Facilities Key Control system, on-campus surveillance camera system, and drug-free zones (on campus and in city parks). Chosen as SRO for the newly opened Buhach Colony High School in 2001. Joe Hoffar conducted in-service trainings for teachers and staff on gang and drug related issues and trained campus liaisons on the proper use of force in breaking up fights and recognizing youth under the influence of alcohol and/or drugs. Provided security for on-campus sports and other events.In addition to his duties as SRO, for seven years Officer Hoffar sat on oral boards for the hiring of SROs; supervised, trained, and evaluated other SROs; and held briefings and meetings.In 2000, Officer Hoffar was selected as one of 20 persons in the State of California to develop a state-wide SRO program. Others chosen for this POST (Police Officers Standards Training) program development included educators, law enforcement, mental health and safety experts. Show less
