      Kawai Nui Marsh Flood Control Project, U.S. Army Corps of Engineers, Oahu, HI [$4.5 million]. Served as Construction Civil Engineer for this 6,300 foot long levee enhancement. Project involved raising existing levee 4 feet and incorporating design features to minimize visual impacts to this sensitive natural area. May ’94-Dec ’94 (Continuous) & Dec ’94-Mar ’97 (Periodic):Estimator for Hawaii Department of Transportation & US Army Corps of Engineer Projects, Oahu, Hawaii. Served as an estimator for roadway, bridges, wastewater treatment plants, flood control facilities, mechanical, landfill closures and water storage tank projects. Estimates during 12/94 to 03/97 were performed after normal working hours to assist in building a backlog of projects to support our future. Environmental Technician, Chevron Oil Spill Cleanup Project, Chevron, Pearl Harbor, Hawaii. Served as Environmental Technician responsible for a range of logistic measures for the second shift to aid in the hazardous material cleanup effort. This work was performed after hours within the same period as the fuel storage tank removal work shown below. Civil Engineer, Interstate Route H-3 Kaneohe Interchange, Hawaii Department of Transportation Kaneohe, Hawaii [$74.4 million]. Served as Construction Civil Engineer responsible for supervising civil construction activities, change order tracking and processing, pay estimates and cost control initiatives. Project consisted of twin precast segmental bridges over Likelike Highway, interchange ramps, infrastructure reconstruction to Kahekili Highway Intersection.

Served as Project Engineer with direct hire responsibilities, including PCC paving, bridge structures, utility relocations and traffic control management. Project Control responsibilities included the management of cost through earned value management and scheduling through critical path method on Primavera. Successfully scheduled multiple live-traffic bypasses to assist in theconstruction effort saving a substantial portion of the overall project duration. Management of cost included the re-estimation of the project to check adequacy, finalize the the work breakdown structure with budgets and continuous evaluation of actual costs against earned value.       National Enrichment Facility (Uranium Enrichment Project), Louisiana Energy Services, Eunice, NM [$800 million]. Served as Civil Field Engineer/Subcontract Manager responsible for the management of sitewide structural excavation and backfill in accordance with the geotechnical report, verification survey to ensure proper location/elevation of all civil and concrete work, soils testing to ensure use of structural/common fill material and compaction, and testing of concrete mix design properties and constituents. As a field engineer, he was responsible for the construction of the Cylinder Receipt and Dispatch Facility (Nuclear Quality Assurance Level 2 Facility). The NEF utilizes gas centrifuge technology to produce enriched U235 from Uranium Hexaflouride. The Nuclear Regulatory Commission granted NEF its first ever combined construction/operating license and is the first new nuclear construction project in almost 30 years. When fully operational, NEF will provide 25% of all the enriched fuel for the civilian nuclear power plants in the U.S. Show less Pacer Forge Facilities Support Phase I, II, & III; Client-US Army Corps of Engineers, Cairo, Egypt [$208 million]. Served as Project Engineer for three-phases on this IDIQ task order based project to build a variety of new construction and renovation projects, to accommodate various aircraft, weaponry and support personnel. Projects included control towers, runway renovations, hangars, water and wastewater treatment plants and conveyance, flight simulator facilities, force protection facilities, power plants and distribution systems, vehicle maintenance facility, HVAC system, firealarm/suppression systems and recreation facilities. Project Control responsibilities included the management of cost through earned value management and scheduling through critical path method on Primavera; including an improvement cycle for initial, follow-on and post implementation review to ensure the level of detail and planning provided the metrics/paths necessary to keep the project on schedule and within budget. Direct hire management responsibilities included extensive coordination with both Egyptian and US governments, contractors and suppliers. Managed approximately 25task orders at any one point in time. Show less I-15 Reconstruction, Utah Department of Transportation, Salt Lake City, Utah [$1.6 billion]. Served as Structures Superintendent/Engineer, Lead Scheduler, Civil Design Coordinator, and Estimator. Project involved reconstructing 16.5 miles of 6-lane highway, the addition of HOV and other lanes, construction or reconstruction of more than 158 bridge structures, construction of new railroad grade separations, reconstruction of several interchanges, including major connections to I-80 and I-215, and installation of a state-of-the-art automated traffic management system. Managed the schedule via critical path method and extensively utilized resource management tools creating substantial savings in manpower, equipment and material costs. Utilized an improvement cycle for initial, follow-on and post implementation review to ensure the level of detail and planning provided the metrics/paths necessary to keep the project on schedule and within budget. The purpose of RAMP UP is to create effective responsive democratic, transparent, accountable, municipal governance in the nine provinces that comprise the ISAF Regional Command North by increasing the capacity of government officials, markedly improving the delivery of municipal services to citizens and increasing municipal capacity to enable, support and sustain economic growth. Utilizing the subprojects as teaching mechanisms, the project’s aim is to not only provide essential services, but also to build capacity among municipal officials to effectively, responsibly and adequately review and oversee implementation of projects inthe future without donor assistance. Served as Deputy Regional Construction Manager responsible for overseeing and directly managing on a daily basis a portfolio of medium-sized infrastructure subprojects with provincial and district government agencies and local communities. The project implemented community-based development subprojects that improve the delivery of essential services. Implementation is achieved in collaboration with USAID Contracting Officer’s Technical Representative (COTR), Field Program Officers (FPOs) and Provincial Reconstruction Teams (PRTs) and other US/NATO/ISAF military contingents. Successful performance on contracts/agreements with USAID, international organizations, government agencies and private industry with respect to such factors of costs, quality of work, and ability to meet schedules. Served as CM Project Manager responsible for restoring hydraulic capacity to the Wahiawa Wastewater Treatment Plant. Duties included site grading; construction of roads and sidewalks; modifications to several existing structures including the influent pump station; final clarifiers 1 and 2 and the chlorine contact tank; construction of anew influent pump station; head-works; electrical room; and bio-filter.
