      I was selected to serve as COO of DHH, working directly with Secretary to establish and execute short/long-range departmental goals, processes, programs, and initiatives. As Chief of Staff, I provided leadership of all administrative, financial, and operational activities for the Department’s Secretary, Deputy Secretary, and Undersecretary. I worked with key stakeholders and resources on department projects, developed and maintained budgets, interfaced with external constituents, including legislators and cross-agency resources, and supported key initiatives and orders as outlined by executive cabinet and executive committee. Working directly with Deputy Secretary, I helped oversee daily operations of the department, including budget management, stakeholder relations, and programmatic, policy, and administrative functions across all agency programs. I served as Louisiana Money Follows the Person (MFP) Project Director managing the largest grant ever for the Centers for Medicare and Medicaid Services (CMS).

      After my long tenure for the State of Louisiana, I was appointed by Governor Pete Ricketts as CEO of the Nebraska DHHS, holding full accountability for a workforce of 4,500 employees and multibillion-dollar budget. I delivered complete oversight of operations for all departmental divisions, including Behavioral Health, Children and Families, Developmental Disabilities, Medicaid and Long-Term Care, and Public Health and also directed agency operations, such as HR, regulatory compliance, and fiscal responsibilities.       Appointed by Governor Greg Abbott as Executive Commissioner of the largest state department, I held full accountability for 38,000 employees across two state agencies, the Texas Health and Human Services Commission (HHSC) and the Texas Department of State Health Services (DSHS). I was directly accountable for administrative and fiscal operations for all programs and divisions of HHSC such as Medicaid, Long-Term Care/Developmental Disabilities, Supplemental Nutrition Assistant Program (SNAP), Temporary Assistance for Needy Families (TANF), Behavioral Health Services, and Women’s Services. I also served as the executive leader of DSHS, consisting of 2,900 team members providing services for vital statistics, such as birth and death records, health data management, chronic and infectious disease prevention, laboratory testing, and facility licensing/regulating.       In April 2020, I was appointed by Governor John Bel Edwards to provide strategic leadership of administrative and operational functions for the state’s largest agency, the Department of Health. As the executive leader, I have direct accountability for a workforce of 6,500 spanning various units and divisions, including the Office of Public Health, Medicaid program and direct service programs such as behavioral health, developmental disabilities, aging and adult services, and emergency preparedness. Lead the planning, implementation, and execution of short/long-range goals for programs and operations across all state facilities and community based services.
