Jul 2013 - Oct 2016Operations officer• Responsible for the planning and coordination of the organization’s pre-commissioning and post-commissioning schedule, including synchronizing the organization into the Navy’s first Component–Based Total Ship System twenty-first century (COMBATSS-21) team certification trainer for the LCS program.• Managed three divisions' administrative upkeep, training, and certification, including the initial training and certification of Crew 108 onboard USS MILWAUKEE (LCS-5) for Waterborne Mission Zone, Aircraft, and Search and Rescue Operations.• Conducted agile critical mission planning with all departments to schedule and certify seven core mission warfare areas before the ships scheduled to sail away from the Fincantieri shipyard in Marionette and the follow-on commissioning ceremony in Milwaukee. This was conducted within a challenging School-Ship schedule requiring the balanced coordination with another LCS crew, two LCS Squadron (LCSRON) Assessment teams, Afloat Training Group (ATG) Pacific, and Engineering Assessment Pacific (EAP) to move the ship out of the Great Lakes before winter freeze over could impact ship delivery to the East Coast.• Coordinated between multiple organizations, including Lockheed Martin, Fincantieri Marinette Marine, and Littoral Combat Ship Program Office (PMS 505) to plan, train, and execute the first ever Full Ship Shock Trials (FSST) for the FREEDOM VARIANT LCS ships. Helped PMS 505 FSST teamwork through challenging project milestones and critical path delays including restructuring the entire pre-FSST training and equipment/sensor integration maintenance availability around the impacts of Hurricane Matthew. During the Naval Education Training Command (NETC) mandated Command Inspection (CI) all programs were found compliant with no major discrepancies• During the COVID-19 Pandemic, he took lead as the Senior Battle Watch Captain and helped to create NETC’s regional Emergency Action Center (EAC), supporting all NETC schools commands in the Southern California fleet concentration area and reporting to Center for Surface Combat Systems (CSCS). Managed establishment and sustainment of critical Military protective bubbles in and around all NETC schools in San Diego. Established physical and procedural controls in accordance with varying Federal, State, County, and Base guidelines. Ensured Navy’s critical ASW accession supply chain continued to operate at the peak of COVID-19.• Worked directly with Naval Medical Center Balboa to coordinate and execute thousands of Sentinel Surveillance Testing (SST) to all NETC military and civilian staff and students in the San Diego fleet concentration area. Detailed analysis identified critical requirements for NETC to source purpose-built military barracks at the accession site and more billeted Naval Military Training Instructors to help establish a better Military Training Environment for accession students at Naval Base Point Loma.• Established the first-ever Barracks Management charter between SCSTC Mine Warfare Training Center (MWTC) and the Naval Base Point Loma (NBPL) Unified Housing office to implement “Shipboard Environment” standards for accession students residing in NBPL Harbor Drive Annex.• Revitalized the Naval Military Training (NMT) Program to include procedural and policy improvements for separate student-holds companies across two Naval Bases. Laid the framework for the command’s first Student Management Instruction as a centralized guidance and Standard Operating Procedures for all facets of Student Management. • Created various professional and community training events to augment accession student development, including Warrior Toughness Training, Support the Enlisted Project (STEP), Community Relations Projects (COMRELs), and ship visits on the Naval Base San Diego waterfront.
