      Represented natural gas production companies and state regulatory commission before FERC in interstate pipeline rate, certificate and Order No. 636 gas restructuring proceedings. Provided extensive advice on natural gas Section 4 cost of service analysis, rate design, natural gas gathering pipeline jurisdiction and rate issues, DOE import/export applications, royalty obligations, gas contracts and Section 311 intrastate pipeline transactions.

      Served as Vice President, General Counsel and Board Secretary of PJM Interconnection, L.L.C., first operational regional electricity transmission organization and nation's largest operational wholesales electric marketplace. PJM, one the world's largest centrally-dispatched control areas, was selected by Federal Energy Regulatory Commission as "the platform" for U.S. regional transmission organizations.- Hired, managed and mentored staff of 6 in-house attorneys, supervised 8 outside counsel firms; responsible for $5.3 million annual budget.- Responsible for legal strategies involving over 150 FERC proceedings, virtually all of which were resolved as sought by PJM.- Chaired PJM Tariff Advisory Committee meetings that established first successful generation interconnection procedures in U.S., resulting in over 50,000 MW in generation interconnection requests and over $700 million planned transmission expansion facilities; highest rated PJM Committee Chair for 2 years.- Developed FERC-approved internal market monitoring tariff provisions.- Established procedures for protection and maximization of value of $105 million in acquired intellectual property assets.- Corporate Compliance Officer for 430-employee organization; over $2 Billion/year in gross billings.- Coordinated legislative affairs, including federal electricity reliability legislation.- Established Board of Managers protocols, procedures, and documentation.- Served on Board of Directors and as Secretary of PJM Technologies, Inc., a wholly-owned, unregulated affiliate of PJM.- Worked closely with PJM Executives to consistently achieve corporate goals.
