Responsible for the personnel management of approximately 14,000 sailors in the submarine force. 1. Responsible for analyzing thousands of data points pertaining to the submarine community. These data points range from retention and loss rate (end of contract, retirements etc.) statistics to recruitment performance and financial incentive utilization. More importantly this information is condensed into a palatable format such that my superiors have a complete and accurate picture of the submarine force (from a personnel management standpoint) at any given time. I frequently give high level presentations on this subject matter. **The recommendations I make are used by Navy Leadership to drive large and meaningful program wide changes.**2. The information collected is utilized to provide recommendations on personnel policy including but not limited to: financial incentives, the creation of new programs and ratings within the Submarine Force, the allocation of resources to increase recruitment etc. I am also responsible for reviewing trends and forecasting potential outcomes which is crucial to identifying short term or long term problems with submarine force health (again from a personnel management prospective). Recommendations on policy changes and both monetary and non monetary levers help to mitigate the impacts of or completely avoid future pitfalls. To put it simply, we operate as a "think-tank" that is frequently leveraged by all levels of the Navy to inform man-power decisions.3. Supervise the team responsible for processing all of the Submarine Force's personnel change requests. To clarify, these include: reviewing applications for retirement, processing contract extensions, providing inputs on the number of individuals who may advance to the next rank, processing all requests to transfer into and out of the Submarine Force to other communities within the Navy etc. Show less Responsible for the operations, repair, maintenance and training of personnel for a Nuclear Propulsion plant on an active Submarine while underway, in-port or in shipyard environments. Frequently selected by the Command to hold positions and run operations normally spearheaded by officers with twice my time in service.1. Directly oversaw a team of operators who maintained or established conditions within the plant while at power or shutdown for a variety of different evolutions. This includes steady state operations, dynamic operations such as plant startup or shutdown, establishing conditions for various maintenance evolutions and even establishing conditions to install temporary systems that facilitated a number of complex maintenance evolutions.2. Supervised a team that frequently consulted multiple technical and engineering documents in order to draft maintenance or evolution plans that were utilized by the engineering department to complete complex maintenance evolutions or unique plant operations. These plans covered every aspect of a job from part procurement and training to sequence of operations and post evolution testing. Frequently relied on for technical conflict resolution .3. Responsible for overseeing a ZERO DEFFICIENCY program responsible for the curation of ALL radiological material generated by the various maintenance evolutions or operations of the plant. The program I ran was responsible for cataloging and marking radiological materials for transfer, decontamination and eventually the disposal of aforementioned materials by appropriate entities following all applicable guidance by Naval, Local and Federal entities. 4. Responsible for the development, scheduling and implementation of a robust training program for all personnel onboard the submarine. Focused primarily on all topics pertaining to the operation of the Nuclear Propulsion plant. Often tapped to cover down on training for all facets of Submarine operations and maintenance. Show less Immediately following initial training as a nuclear operator was hand selected to continue at NPTU Ballston Spa as a nuclear instructor. Was responsible for the training of future enlisted and officer nuclear operators. Successfully produced several thousand nuclear operators for the fleet.1. Was the first actual introduction of most sailors to the Nuclear Navy. Responsible in setting the tone of what was expected and explaining and teaching complex nuclear subjects to fresh nuclear operators, most individuals having no prior nuclear experience. This was all done on an operational nuclear power plant.2. Worked in rotating shift work on an operating nuclear power plant in direct control of an under instruct operator. Effectively showed students the real time effects of manipulating different conditions in the plant and related those nuclear theorems and calculations learned in classroom settings to the observed plant response to those operator inputs.3. Selected to manipulate the nuclear power plant in order to run drills on students and staff alike as a means of simulating real world scenarios that operators may experience during there time operating a plant in the fleet.4. Subject to a strict and rigorous set of operating guidelines that ensured the nuclear power plant operated safely while throwing in the extra variable of student operators. Due to strict adherence to these guidelines and working alongside a knowledgeable and experienced team of staff instructors, our team had a track record of success in training students while avoiding improper or dangerous operations of the nuclear power plant.
