      The Environmental Program Manager II (Deputy Director) of the Division of Air Quality (DAQ) assists the Director in developing and directing a statewide program of air quality management under authority of Article 21 of Chapter 143 of the General Statutes and the federal Clean Air Act and in accordance with policies and rules established by the Environmental Management Commission (EMC). This position must assist with the responsibilities incumbent on each Division to ensure that the Department operates in an efficient, cost-effective and customer friendly manner. Many management issues must therefore be addressed from both the Divisional and Departmental perspectives, often requiring multi-media approaches. The Deputy Director assists the Director in assuring these Departmental objectives are met.Key Responsibilities: - Assists the Director in planning, developing, and administering a statewide program on air quality management. - Manages daily priorities, goals, and deadlines of the various air program units, that are adjusted to meet changing demands.- The Deputy Director is responsible for representing the DAQ, jointly with or in the absence of the Director in regional and national initiatives such as multi-state planning and air agency program associations.- The Deputy Director has day-to-day administrative oversight and supervision responsibility for regional permitting, compliance and monitoring activities.- Assists the Director with budget, personnel and great communications across the Division. Show less The Environmental Program Supervisor II (Regional Air Quality Supervisor) is responsible for the implementation of all phases of the DAQ program for a specific region of the state and therefore requires knowledge and understanding of the entire program and how each phase relates to the whole. This broad knowledge is essential to the position. The purpose of this position is to plan work operations, establish priorities, and implement the DAQ program at the regional office level. This is accomplished by the effective use and supervision of a multi-disciplinary staff of engineers, chemists, specialists, and technicians. Regional program implementation occurs through work units designated for permitting, compliance, and ambient monitoring. This position often serves as an interface between the division and a variety of stakeholders facing air quality compliance challenges; therefore, it is critical that the position holder be an accomplished communicator with an ability to interact with tact, consistency, and sound judgment. This is evidenced in division-wide efforts such as planning and rule development, and when serving as hearing officer for public hearings when designated by the Director.Key Responsibilities:The position provides organization, prioritization, oversight and effective leadership for regional office staff and tasks.The position assists the Director and Deputy Director by providing technical and policy support related to air quality activities.The position is responsible for monitoring the work product metrics and ensuring quality objectives are met as well as enhancing information sharing, standardizing, and resolving differences through the DAQ workgroups.This position often serves as an interface between the division and a variety of stakeholders facing air quality compliance challenges; therefore, it is critical that the position holder be an accomplished communicator with an ability to interact with tact, consistency, and sound judgment.
