  I served as the first ever Director/Chief Executive Officer of a new Govenment agency for a maximum two terms permissible by law, on appointment by and reporting to Parliament.The mandate of the institution was to receive and verify declarations of income and wealth by public officers including the President, Cabinet Ministers, Members of Parliament, Board Members, Principal Secretaries, CEOs Directors of state owned enterprises, and public officers working in postions and instutions deemed more prone to corruption. The declaration system is used as a tool for combating corruption and promoting transparency and accountability in Government. Starting up the organisation entailed assessing the needs of the organisation based on the statutory mandate, formulating an effective strategy, designing an appropriate organisational structure, budgeting, mobilising resources, recruiting staff, building capacity, formulating institutional policies and operational procedures, forging partnerships and networks with key stakeholders, providing platforms for receiving declarations and creating civic awareness.   I am the inaugural CEO of ICC, a newly established investigative and law enforcement agency on appointment by and accountable to Malawi Parliament.The statutory mandate of the institution is to receive and investigate public complaints against police officers and the Malawi Police Service as a way of enhancing and promoting accountability, professionalism, discipline, rule of law and respect for human rights in policing functions. Being an entirely new organisation, my primary task is to provide effective leadership in assessing the needs of the organisation based on the statutory mandate, Government policies and stakeholder needs and expectations, formulating an effective start-up strategy, designing an appropriate organisational structure, budgeting for it, mobilising resources and implementing by recruiting staff, building capacity, formulating institutional policies and operational procedures, forging partnerships and networks with key stakeholders, providing platforms for complaints reporting and stimulating civic awareness and activism around the core functions of the institution.
