As Current Ops Deputy, directed Fleet operations for multiple Navy Task Forces, including Carrier and Expeditionary Strike Groups, submarine and maritime patrol operations, and the movement of logistics forces. Responsible for daily operations of the Fleet's Command Center, and for training and certification of all watch officers. Coordinated both environmental and operational support for Global War on Terror efforts in the Philippines and Indonesia. I served as a COL Vice President, and as the Program Director for the Ocean Observatories Initiative (OOI), a distributed, persistent, and adaptive environmental sensor system and cyber infrastructure program funded by the National Science Foundation. I provided strategic leadership and programmatic oversight for the (OOI), and was responsible for developing and executing a $55M annual budget and Annual Work Plan, and I led a large scientific, engineering, and technical staff distributed throughout the United States. I also led outreach and collaboration efforts with the larger community of scientific stakeholders, and facilitated collaboration with related national and international scientific programs and the development of cooperative joint ventures that enhance the US role in ocean research. Further, N4 assesses requirements for spares, integrated logistics support, aviation depot maintenance, ships operations, ship depot maintenance, Navy Expeditionary Combat Enterprise, aviation logistics and support, ship support, fleet training, and training ranges. In regard to Navy shore readiness, N4 also serves as the single policy and assessment sponsor and primary resource sponsor for shore capabilities including facilities and infrastructure, base realignment and closure, fleet operations support, installation safety and security, installation facility support, Sailor and family readiness, shore anti-terrorism measures and more.
