      The Governor's Office for Excellence in Government (OEG) was a cabinet-level agency that served as an in-house management consulting firm for the executive branch. In my role as deputy director, I:• teamed with the governor's cabinet to develop, implement, and monitor a first-ever gubernatorial strategic plan for state government and performance dashboards for 25 executive agency heads• oversaw OEG's management consulting practice of 12 consulting professionals, including creation of quality control structures for project work and preparation of client reports• managed the design, administration, and analysis of statewide citizen and employee surveys• served as liaison between OEG and state legislators, effectively advocating for OEG interests• assisted OEG's director with HR, policy, and budgetary decisions, and with the office strategic plan Show less In this role I:• created and managed a best practice research/benchmarking capability that informed policy decisions by the governor's senior staff and OEG consultants• led a consulting project on Motor Vehicle Division (MVD) wait times that resulted in a statewide change in queue management practices• developed and taught the state's customer satisfaction survey course for agency staff• oversaw administration of executive branch training programs on quality and customer service Show less

      In this role I led a $1M evaluation of Arkansas' Temporary Assistance for Needy Families (TANF) program. After co-authoring the winning project proposal, I planned and budgeted the project; developed the evaluation design; managed the project team though data collection and analysis phases; and served as primary author of five evaluation reports and team leader in presenting results to senior state officials. The evaluation contract with Hudson was renewed based on effective execution of this complex project.Secondary responsibilities in this position included research and authorship of a variety of policy pieces, including a major monograph on welfare privatization and new chapters for a book on Wisconsin welfare reform.       I help organizational leaders extend their reach by taking on assignments that don’t fit cleanly on the org chart. Sample projects:A client was dissatisfied with the quality of its work product. I established organization-wide and account-specific standards for the planning, production, and approval of work. This resulted in a dramatic increase in work product quality, validated by customer feedback. ***An operating division of a client company was hemorrhaging money. Asked to manage the division on a temporary basis, I determined that the regulatory climate made future profitability unlikely. I negotiated the sale of the book of business—including placement opportunities for staff—turning a perennial drain on organizational resources into a new revenue stream.***A client was experiencing steep insurance costs due to COVID-19. I received board approval to lead a government relations effort; screened and hired lobbying firms; and oversaw a campaign that secured $20M in state budget relief. ***An actuarial study for a client projected significant losses based on a new state law. Following a request by the client’s executive director, I reviewed the study and, working with the actuary, identified opportunities for re-analysis. These changes resulted in a $500K annual reduction in projected costs. ***A client was dissatisfied with its growth strategy. I led an overhaul of the company’s business development efforts, including a brand relaunch and hiring and management of new personnel and vendors. This raised the firm’s profile and its revenues, contributing to a subsequent acquisition.***A client company’s owners were concerned about employee morale. After researching best practices, I worked with ownership to establish an owner-employee steering committee, whose meetings I facilitated. This created a valuable new connection between company leaders and staff, resulting in improvements in understanding, company culture, and morale. Show less
