  Mr. Stephen’s scientific expertise initially focused on genetically engineered expression systems and the environmental consequences of the release of genetically engineered organisms into the environment. Working at Health Canada, he was the scientific lead and a significant contributor to the development of the New Substances Regulations (Microorganisms) under the Canadian Environmental Protection Act.In 1999 he successfully developed, launched and managed a $40 Million, 5-year research program, The Toxic Substances Research Initiative. The Initiative was designed to enhance the medical and toxicological regulatory science supporting the mandates of both Health Canada and Environment Canada. He led and managed the development of a portfolio of medical countermeasures against chemical and biological weapons file at Defence Research and Development Canada (DRDC).He is a member of the Editorial Advisory Board, Applied Science and Analysis (ASA) News, developed for and addressing the needs of professionals in government, industry and academia in Chemical, Biological, Radiological and Nuclear protection, defense and counterterrorism; public health and emerging diseases; disarmament and non-proliferation; emergency and disaster planning; industrial health and safety; and environmental protection.He has an extensive scientific publication history and has been responsible for the development of written communications instruments at both Health Canada and the Department of National Defense and the Department of Foreign Affairs and International Trade where he served as a Canadian Delegation Member to the Biological and Toxin Weapons Convention (BWC) Intercessional Meetings in Geneva, Switzerland.
