Reviewed and/or co-created approximately 40 business plans and proposals and made recommendations on go/no go to senior executives resulting in the launching of several new subsidiaries and products. Evaluated the feasibility of dozens of clean and alternative energy business ventures. Gained first-hand insight into the implementation of Canada’s largest privatization.

      Developed biomass and gas cogeneration power plants in B.C.One project, the 60 MW biomass Williams Lake Generating Station, set the record for the largest power project financing in Canada in 1991. Steve headed up two proposals to export power from B.C. IPP projects to American utilities and he was the first BC IPP to secure an export Energy Removal Certificate.

      Developed water and wastewater plants using public-private partnerships. Developed Canada's 1st BOOT (Build-Own-Operate-Transfer) water project. Achieved 100% shortlisting record on a dozen pre-qualification project submissions for water and wastewater public-private partnership (P3) treatment plant and utility systems across Canada. Assembled and led four internationally-composed consortia that combined: engineers, builders, facility operators, environmental and public consultation consultants, financiers, lawyers and equity sponsors.Led Dartmouth Water Treatment Plant P3 project and delivered it as BC Gas’ most profitable project between 1995 and 1999 – producing a 46% return on investment.Built the $45 million Dartmouth project twice as fast and 15% less expensively than forecasted in the City of Dartmouth’s original shadow bid.       Hired to launch and lead new subsidiary. Assembled and directed a team of engineers, construction estimators, financial modellers and lawyers that secured the prime development rights for 40 run of river hydro projects totalling 500 MW and $800 million capex. Acquired development rights to the top ranked partially-developed hydro project in BC from previous developer and attained a critical amendment to Water License Application. Set the record for the fastest Water License Application-to-BC Hydro Electricity Purchase Agreement for the Fitzsimmons Creek project. Secured an MOU with a pension fund-backed developer which increased IRR by 5% and gave LPI initial majority control but required only minority investment.Created complete proposals to develop gas-fired tri-generation IPPs to power internet server farms. Recommended energy policy amendments to encourage renewable hydrogen production in B.C. Investigated tariffs for industrial electricity customer that would compliment self-generation from renewable energy. Analyzed BC Hydro Load Resource Balance forecast for 2020-2032. Investigated quantity and carbon intensity of electricity imported into B.C. Submitted detailed comments on utility-scale solar IPP costs to BC Hydro for their Resource Options Update. Estimated the potential for extensive electrification of gas production facilities in BC's Montney gas basin and the resulting GHG reduction. Investigated BC Hydro's need for seasonal energy on Vancouver Island. Reviewed the cost of wind power power in B.C. Evaluated financial value of run-of-river hydro projects that are under development as well as operating.
