       Develop the overall framework for HiHSA’s monitoring and evaluation including, but not limited to, regular project reviews, participatory impact assessments, process and operations monitoring, and lessons-learned communication. Lead in the development, standardization, and deployment of tools that capture quantitative and qualitative data to be utilized in monitoring, evaluation, and reporting.  Develop and implement baseline surveys for impact evaluation. Assist HiHSA staff in identifying and designing key indicators for each program component. Help identify the key performance questions and parameters for monitoring project performance, while designing the format for such performance reports. Cultivate participatory planning and monitoring. Collaborating with HiHSA staff, prepare regular reports on M&E findings for project assessment. Advise the Project Manager on early indications of progress, or lack thereof, in the relevance, efficiency, effectiveness, impact and sustainability of programs and events, and their impact on HiHSA strategic goals. Develop an easily accessible archive of assessments, program data, lessons learned and best practices developed, and disseminate them as necessary to HiHSA staff. Undertake any other responsibility assigned by the Project Manager or other senior staff member.
