During this period of time the Region enhanced service levels while effectively freezing the Regional portion of the tax bill.

      Patrick has provided management consulting services to municipal governments, administrators and not for profit associations. He has mostly recently assisted several GTA municipalities by serving in an interim capacity as the CAO, City Manager, Commisioner of Community Services, Commissioner of Corporate Services and Senior Director of Operations. As part of theses engagements, Patrick undertook management reviews, improved the annual budget process and managed the CAO recruitments for the City of Burlington, the Town of Aurora, Puslinch, Oakville, Commissioner searches for the Town of Caledon and the City of Brampton and Director of Transit, Chief Planner, and Fire Chief for Burlington. Patrick has also advised municipalities on growth management and infrastructure financing options, provided planning mediation services, undertook organizational reviews for the Town of Milton, Conservation Halton, produced a strategic plan for a not for profit organization, and is currently providing executive coaching services to a number of Chief Administrative Officers.Patrick recently completed a year long facilitation of stakeholders for the Ministry of Environment, Conservation and Parks. As lead facilitator, Patrick worked with municipal, CA, developer, agricultural and environmental groups in developing regulations to implement Provincial legislation. Show less
