    • US Fish and Wildlife Service (USFWS)

      Mar 2014 - now

      - Conducted ecological investigations and analyses of a variety of complex, high-profile, and controversial project proposals to determine the impacts to federally listed species under Section 7 of the ESA. - Analyzed stressors that the USFWS had not previously consulted upon. Determined the effects of military electromagnetic radiation emitters to northern spotted owl and marbled murrelet based on an in-depth review of the available scientific literature. - Applied metrics and standards to proposed actions without clear parameters. Determined the amount of disturbance to northern spotted owl and marbled murrelet resulting from the noise of Navy aircraft. Presented and defended the analysis to staff from the Washington Fish & Wildlife Office, the Regional Office, and various levels of seniority within the Navy.- Built a rapport with staff from federal and state agencies and worked collaboratively with them to understand the details of proposed projects, the potential impacts to fish and wildlife, and conservation measures that would minimize or avoid those impacts.- Reviewed and provided guidance on Section 7 work products prepared by peers. Those reviewed helped to improve the quality of the documents often by clarifying explanations of complex concepts or analyses.- Reviewed and reported to staff on policies and policy proposals pertaining to Section 7 and compensatory mitigation, which included regularly participating on national and regional forums to discuss developing Section 7 challenges and guidance. - Worked closely and collaboratively with staff possessing diverse skills on a range of issues. Served as an informal facilitator to clarify communication between staff and set well-defined next steps to complete tasks.- Performed outreach on behalf of the U.S. Fish and Wildlife Service and the Washington Fish and Wildlife Office by speaking to undergraduates, graduate students, and recent graduates about the Service's work. Show less - Worked to develop a precedent-setting mitigation program and statewide conservation bank with staff from the Fish & Wildlife Service, Bureau of Land Management, The Nature Conservancy, and the State of Nevada to promote the conservation of candidate and listed species while enabling economic development. - Trained at the National Conservation Training Center in the development and implementation of Habitat Conservation Plans.- Reviewed and edited range-wide mitigation framework for greater sage-grouse to clarify Fish and Wildlife Service policies regarding the standards for compensatory mitigation applied to candidate species.- Reviewed environmental assessments and environmental impact statements for land and resource management plan revisions/amendments for the purpose of species conservation.- Reviewed permits or proposals for energy and land development projects to determine the environmental impacts to fish, wildlife, and their habitats.- Served as a member of a multidisciplinary, inter-agency team addressing gaps in programs and policies to protect greater sage-grouse habitat from the impacts of wildfire and invasive species. - Served as the Region 8 representative to the Sage-grouse Energy Team examining energy impacts to greater sage grouse.- Reviewed and cataloged public comments on a proposed listing decision and designation of critical habitat. - Assisted with communication on threatened, endangered, and candidate species conservation.
