      Chief Of Operations

      Served as Chief of Operations for the Defense Intelligence Agency's (DIA) Joint Reserve Intelligence Program (JRIP). In this role, I led and managed a team of 31 assigned military officers from all Services and DIA civilians that served as operations officers in the JRIP Program Management Office as well as DIA's 26 Joint Reserve Intelligence Centers/SCIFs throughout the continental U.S. These operations officers integrated Reserve Component intelligence capacity and capabilities with Combatant Commands, Combat Support Agencies, the Services and other Department of Defense and Federal organizations. I also ensured the synchronization and close coordination with these operations officers for facility management requirements, to include IT, communications and physical infrastructure improvements and sustainment. Also during this timeframe, I was selected to serve as a leader on DIA's North Africa intelligence cell supporting requirements for Operation ODYSSEY DAWN in Libya. In this role, I interacted daily with the Office of the Director of National Intelligence and the Central Intelligence Agency to coordinate intelligence support to the most senior members of the U.S. government, to include the President of the United States.       Commanded the Western Army Reserve Intelligence Support Center (WARISC), which also functioned as a Defense Intelligence Agency (DIA) Joint Reserve Intelligence Center supporting DIA's Joint Reserve Intelligence Program, with one geographically separated detachment and two Sensitive Compartmented Information Facilities (SCIFs). Responsible for facilities totaling over $3.5 mil, and managed a full-time staff of 35 instructors/trainers that provided intelligence production and training support in a joint environment to servicemembers from all Services and components. Managed an IT enterprise consisting of over 350 intelligence systems and requisite connectivity in support of over 30 Army, Navy and Marine Reserve Component intelligence units, and served as the Army Reserve's Functional Lead for Geospatial Intelligence training support to Active, Reserve and National Guard units.       Served as the G7, Chief of Training for the Military Intelligence Readiness Command, responsible for the implementation of a command-level overall training strategy. Advised the command on all training activities for 12 battalions and 62 strategic detachments encompassing ~ 6500 personnel. Managed training resources, including the execution of a $40 mil training budget in support of unit and individual training plans. Synchronized training support efforts with 1st Army, the US Army Reserve Command, the Intelligence and Security Command (INSCOM) and proponent schools. Provided training assistance and evaluations to subordinate units, coordinated the fielding and implementation of newly received equipment, and planned, coordinated and resourced all collective and individual training within the command. Served as the command's primary training liaison with DA G2, INSCOM G3, USARC G3/7, FORSCOM G2 and the US Army Intelligence Center of Excellence (Fort Huachuca) for all matters related to training.     • Military Intelligence Readiness Command

      Commander of a special mission intelligence brigade consisting of five military intelligence battalions (four interrogation battalions and one counterintelligence battalion) and five operational human intelligence detachments, totaling over 800 personnel. Provided and delivered full-spectrum Human Intelligence (HUMINT) and Counterintelligence (CI) support worldwide to Combatant Commands, Army Service Component Commands and multiple interagency and contingency requirements. The brigade increased in personnel strength over 300% during my command tenure, experiencing growth from 200+ personnel to over 800 personnel. Organized and activated a revised staff to support this effort, initiated a comprehensive communications plan to support the growth, and obtained formal Department of the Army approval to establish structure to support expanding training and operational requirements. Provided over 20 different teams and certified their readiness in support of 20 separate deployments for ongoing contingency operations worldwide. Second in command and senior full time officer over all Army Reserve Military Intelligence tactical, operational and strategic units comprised of over 8000 personnel. Responsible for assisting the Commanding General with all aspects of command with emphasis on providing manned, trained and equipped military intelligence force packages for global operations and support. Served as Chief of Staff in this role, directly supervising, leading and mentoring a 193 employee staff daily. Implemented a reorganized general officer command staff that included the establishment of multiple new divisions and senior Colonel division leadership, and oversaw and directed all staff actions to support the activation of three new brigade headquarters in Texas, Washington and New Jersey. Executed and provided oversight of a $60 mil annual budget. Initiated the first collective training event focused on the readiness of the Expeditionary Military Intelligence Battalions, a key enabler to the tactical warfight.
