Achieved top three Financial Management Center (FMC) recognition for our FMC's 99.7% budget execution for FY14 while assuring 100% compliance with Government requirements. Also responsible certain aspects of Fisheries Management policies and processes, including signing Federal Register Notices and Fishery Management in-season changes.Also responsible for a full suite of administrative services such as property management, IT support, facilities, safety, etc. Show less Held several positions, including Director, Budget Formulation- NMFS, acting Director , NOAA Office of Strategic Planning and Chief of Staff for the Ecosystem Goal Team.Budget Formulation- Directed the development and marketing of budget initiatives and internal allocations of new funds for NMFS annual budget in excess of $ 700 million.Strategic Planning - Developed and implemented national processes to create a new NOAA wide Strategic Plan with extensive internal and external input for an Agency with appropriations in excess of $ 3 billion. Facilitated a proposed restructuring of the Agency. Also served as the National Environmental Policy (NEPA) Coordinator for NOAA.Ecosystem Goal Term, Served as Chief of Staff to improve how NOAA address ecosystem approaches to managing natural resources by overseeing a planning, budgeting and budget execution system for NOAA.Received NOAA Administrator's Award for outstanding strategic planning efforts. Also received Supervisor of the Year Award from NMFS. Show less Held several positions to advance habitat conservation and restoration in the following major areas.Restoration Center- Directed restoration of marine and anadromous fish habitats to restore natural resources injured by oil spills and toxic material releases, large scale wetland and barrier islands restoration in Louisiana and community based small and medium habitat restoration in local communities. Managed restoration accounts of over $340 million and professional staff of 40 persons as director of the Restoration Center. During a 3 year period, appropriations to support restoration increased under my leadership from $1.3 million to $12 million.-- Awarded a Silver Metal from the U.S. Secretary of Commerce for national leadership in developing the Community-Based Restoration Program.Habitat Conservation.--Directed the development of NOAA Fisheries Habitat policies throughout the U.S. under the following laws: Magnuson-Stevens Fishery Conservation and Management Act, Fish and Wildlife Coordination Act, the Clean Water Act, and the Federal Power Act and various other laws authorizing restoration of natural resources.-- Successfully - guided the enactment of the essential fish habitat provisions of the Magnuson-Stevens Fishery Conservation and Management Act by working the the U.S. Congressional staff and officials of national conservation and fishery organizations. Also successfully developed and published proposed and interim final regulations for essential fish habitat.-- Awarded Bronze Metal from the U.S. Undersecretary of Commerce for the nationally significant essential fish habitat rule making. Show less Directed the development and implementation of national policies and standards for state participation under the Coastal Zone Management Act (CZMA).Provided oversight of 35 states and territories, a professional staff of 33 and an annual grants program exceeding $40 million and a loan portfolio of $128 million.Directed the development of the Administration's 1990 re-authorization bill for the CZMA and worked with U,S, Congressional staff, coastal states, and non-governmental organizations in the development of the enacted CZMA amendments to address non-point source pollution, improve public access, wetlands and fish habitats, and reduce coastal hazard risks. Developed regulations and guidance documents to fully implement the reauthorized CZMA.The Coastal Program Division was awarded a Unit Citation by the NOAA Administrator while under my direction.
