      The Director of Public Service is a senior executive position appointed by and directly responsible to the Mayor. O.R.C. 735.02 outlines the duties of the Director of Public Service: “The Director of public service shall manage and supervise all public works and undertakings of the city, except as otherwise provided by law. The Director shall supervise the improvement and repair of streets, avenues, alleys, lands, lanes, squares, wharves, docks, landings, market houses, bridges, viaducts, aqueducts, sidewalks, playgrounds, sewers, drains, ditches, culverts, ship channels, streams, and watercourses, the lighting, sprinkling, and cleaning of public places, and the construction of public improvements and public works, except those having reference to the department of public safety. The Director shall manage municipal water, lighting, heating, power, garbage, and other undertakings of the city, and parks, baths, playgrounds, market houses, cemeteries, crematories, sewage disposal plants, and farms, and shall make and preserve surveys, maps, plans, drawings, and estimates. He shall supervise the construction and have charge of the maintenance of public buildings and other property of the city. He shall have the management of all other matters provided by the legislative authority of the city in connection with the public service thereof.” The Director is the primary contracting agent for the City of Canton, hearing officer for contract disputes, and plans administrator for City insurances. The Director is responsible for the management and administration of the Departments of Water, Sewer, Sanitation, Public Works, Civil Engineering, Building Maintenance, and Motor Vehicles. The Director is responsible for the management and direction of hundreds of hourly and salaried employees. The Director, at the behest of the Mayor, sets and implements public policy for the provision of public services. The Director’s primary responsibility is both long- and short-term financial planning, as well as preparation, implementation and monitoring of the City’s operating and capital budgets. The Director monitors the local, regional and national economies in order to project revenues and strategically plan how to implement future policy objectives. The Director is responsible for the management and administration of all activities of the Human Resources Department and the Management Information Systems Department. The Director is ultimately responsible for the planning, organization, and supervision of these departments. The Director is the voice of the administration in regard to financial and policy matters in the collective bargaining process. The Director makes policy recommendations to the Mayor concerning the organization, management, administrative record keeping, and negotiation strategy of the City with respect to its entire workforce. In addition, this individual is responsible for consolidating the budget estimates of the various departments of the City and preparing a unitary budget itemizing costs for consideration and action by City Council. This individual directs and coordinates the activities of assigned personnel responsible for formulation and presentation of budgets for controlling funds to implement program objectives of the administration. This position involves responsibility for the direction of work and manner of accomplishment of the departmental staff. The Director is responsible for coordinating the strategic planning process, identifying performance objectives for city departments, consolidating performance data, and providing policy advise to the Mayor and City Council in regards to strategic adjustments to policy initiatives. Maintains an office in the Department of Human Resources, assisting the Personnel Manager in all HR functions, performing those functions in his/her absence. Assists Benefits Administrator in risk management in the areas of health care and other insurances. Represents management in periodic labor negotiations. Responsible for planning, organizing, and coordinating budgetary and economic data related to municipal finance and labor relations. Responsible for designing and implementing appropriate accounting standards for internal service funds. Prepares annual tax, capital and operating budgets. Monitors revenues & expenditures, advising policy-makers on potential problems, solutions, etc. Coordinates and integrates the budget process and collective bargaining proposals. Develops computer-based models to facilitate contract negotiations and budget development. Compiles information databases detailing revenue trends and forecasts, leading local and national economic indicators, labor legislation, labor market conditions, wage, salary and benefit reports, and collective bargaining agreements. Conducts statistical analyses to enhance management decision-making ability in all municipal operations. Works with the City Auditor and the Director of Management and Budget to prepare the City’s Annual Information Statement and Official Statements for the sale of Bonds and Bond Anticipation Notes.       Business Manager

      The Canton City School District is an urban public school district in northeast Ohio with approximately 8,000 students. The Business Manager is an executive position that acts as the chief operating officer of the school district. The powers and responsibilities of the Business Manager include the care and custody of all property of the school district, real or personal; supervising the design and construction of school facilities, and the operation and maintenance of all school facilities; to advertise for bids, and purchase and have custody of all supplies and equipment. The business manager assists with the preparation of the annual appropriation resolution, appoints and may discharge all non-educational employees, and prepares and executes all contracts necessary to carry out these duties. The business manager currently oversees the Transportation, Operations & Maintenance, Child Nutrition and Purchasing Departments, with previous oversight of both Information Technology and Security. The Business Manager is the lead negotiator for the Board with non-educational employee unions, oversees all HR matters for non-educational employees and is one of the district’s Title IX coordinators.
