In this role he coordinates ICF business development, service offerings, and partners to provide professional services and technology solutions for cross-cutting contract vehicles such as GSA OASIS, GSA Alliant 2, GSA HCaTS, and CIO-SP3. His team also coordinates business development for a number of focused contracts in agencies such as DHS, HHS, DOE, DOT, and EPA. Mr. Youman also leads ICF’s participation in the DOC/NTIS Data Innovation Partnership bringing leading-edge data analytic solutions to federal mission challenges.
