Utilized the National Environmental Policy Act (NEPA) and interacted with multiple state, local, and public, and private governments and organizations to successfully execute these efforts. Also worked directly on Environmental Impact Statements (EISs) in support of large, complex engineering programs within the organization.

      Project Manager of large matrixed teams responsible for the test and evaluation of chemical and biological defense equipment (cost, schedule and performance). Tests included large system of system platforms such as armored reconnaissance vehicles as well as individual protection evaluation of materials when exposed to chemical agents. Budget responsibilities ranged from $500K to over $10M.

      Supervised a team of over 20 project managers in the Test and Evaluation (T&E) of Chemical and Biological Defense Equipment. Capabilities evaluated include systems for individual protection, collective protection, decontamination, and detection. Direct efforts included strategic planning, supervisory responsibilities, operations, budget management, personnel administration and evaluation, program management and test execution. Responsible for 30 Million in annual reimbursable workload. Also worked a developmental assignment in Washington D.C. at the Pentagon as a senior analyst for the Chemical Biological Defense Program.
