      Duties included programming, project management of roadway section of Capital Improvement Program, and project support functions. Local funding for City’s Six Year CIP was approximately $220 million, which was used to supplement the VDOT Urban program funding, perform safety improvements, and to fund other transportation projects. Familiar with state and federal transportation policies and funding procedures including the locally administered project process. Coordinated directly with City Council on transportation issues. Represented the City effectively with key outside agencies such as VDOT, FHWA, and Hampton Roads Planning District Commission and sat on several citywide committees looking at processes and procedures. Instituted an update of the Roadway Design Guidelines. Responsible for tracking project schedules and budgets for 70 projects. Provided conceptual design and estimating support for other city departments such as Planning, Parks and Recreation, Economic Development, and Housing and Neighborhood Preservation as well as reviewed planning studies and the comprehensive plan in relation to CIP roadway projects. This position managed 11 engineers, 10 of which were registered professionals.       Served as the chief executive officer for the City. Responsible for carrying out the policy directives of the City Council and managing the daily operations of City government. Oversaw preparation of the annual operating and capital budgets and the annual financial audit. The City had approximately 250 employees with an operating budget of $60 million. In February 2013, was appointed by City Council as one of two Assistant City Managers for the City of Bristol. In addition to duties as Director of Public Works, focus was on citywide operations. Managed the engineering, street maintenance, landfill, and solid waste collection activities for the City of Bristol, Virginia. Budget for the department was $12 million in operating funds with a range of $20-$50 million in capital improvement projects. This position managed 60 employees. Completed several Locally Administered projects for VDOT as well as several HSIP and Revenue Sharing funded projects.
