  Directed U.S. Coast Guard’s Tactical Deployable Specialized Capabilities at the Headquarters level. Supervised 9 Program Managers/Subject Matter Specialists. Informed Department of Homeland Security (DHS) and USCG senior leaders on Deployable Specialized Force (DSF) capabilities, development and utilization. Directed policy development, ensuring DSF units are adequately manned, trained and equipped to tackle the USCG’s most specialized military and law enforcement authorities & challenges. Portfolio includes the Maritime Security Response Teams (MSRT), Maritime Safety & Security Teams (MSST), K9 Handlers, Tactical Law Enforcement Teams (TACLET), Port Security Units (PSU), Digital Forensics/DOMEX, and highly specialized DSF Equipment Programs. Managed the African Maritime Law Enforcement Partnership (AMLEP) Program, including Operation JUNCTION RAIN. Partnered with senior U.S. Department of State, European and African partner nation stakeholders to align civil-military initiatives. Coordinated cross-COCOM maritime exercises, training and operations, including OBANGAME EXPRESS, CUTLASS EXPRESS, and PHOENIX EXPRESS. Co-chaired U.S. delegation for multi-national G7++ Friends of the Gulf of Guinea conventions. Advised National Security Council (NSC), Intelligence Community (IC) partners, and US/UK coordination efforts. AFRICOM panelist for U.S. Pacific Area Command (PACOM) Maritime Multilateral Consultative Agreement (MMCA) discussions with Chinese People’s Liberation Army (PLA) Navy 2-star & staff.
