      To provide a technical planning, information and support function to the Construction & Track Manager to ensure that maintenance works and inspections are completed to safety, quality, cost, and time targets.Principal Accountabilities:• Plan and prioritise own work and work of others• Project manage small internal projects and contract work which involve liaison and an understanding of contract compliance• Allocate resources – labour, plant and equipment• Plan and organise annual tamping programme, and other engineer’s trains as necessary• Plan and organise trials of new plant, equipment and PPE and produce reports• Undertake inspections in order to identify problems and develop solutions in a logical and practical manner• Develop new working methods and procedures• Undertake surveys using equipment such as optical levels and gauges, often in poor weather and poor light conditions• Conduct briefings, make presentations, and issue work instructions to staff and managers at all levels• Produce clear, concise, and accurate work instructions from what is often highly technical engineering information • Regularly meet contractors and internal maintenance teams to plan, agree, and review schedules, costs and logistics• Liaise with suppliers to agree purchase type, volume, costs and delivery dates- Developing methodologies to deliver work packages safely, on time and to budget• Creating necessary enabling documentation to facilitate work including method statements, site waste management documents, lift plans, SPC health & safety site folders and programmes• Assess the impact of new equipment, legislation, and procedures and improve existing methods, procedures, systems, and documentation• Scoping and defining works with clients to create scoping documents and task briefings for implementation• Interpreting design drawings, specifications and relevant LUL standards to ensure clients requirements are realised Show less

      • Interpret customer requirements and translate them into technical requirements for the development of cost effective solutions. • Plan, Schedule, Conduct and Co-ordinate assigned work programme and monitor this work for compliance to applicable standards and accepted practices. • Involvement in the organisation, administration and co-ordination of all the elements involved in track work, including temporary and permanent staff, materials, equipment, supplies, money and technology. • Prepare review and co-ordinate programmes and budgets, and specify manpower, skills, materials and plant essential to the delivery of customer requirements and expectations. • Hold responsibility for the technical approval of proposals by sub contractors and other outside parties affecting the railways. Undertake measurement of contractual work, authorisation of contract variations and preparation of certificates for payment. • Initiate and co-ordinate purchasing programmes through the procurement function to ensure project targets are achieved. Identify the need for the recruitment of sub contractors when resources and skills are unavailable internally. Define work scopes and prepare and monitor sub contract. • Administrate construction works ensuring execution in accordance with agreed design, specification, time cost and safety. • Ensure that the appropriate legislation, standards, specifications procedures and working instructions pertaining to project delivery are identified and complied with.
