      The Boy Scouts of America (BSA) is one of the nation's largest and most prominent values-based youth development organizations. The BSA provides a program for young people that builds character, trains them in the responsibilities of participating citizenship, and develops personal fitness.I was a Boy Scout growing up and passed on my positive experiences to my two boys. They both achieved the rank of Eagle Scout, and their commitment helped fuel my desire to give back in some small way. Over the course of the last 29 years, I found a way to serve the Boy Scouts wherever I’ve lived—which to-date includes a total of 8 states. I’ve held 11 adult leadership positions, from Tiger Cub Adult Partner to District Chairman. In particular, I am most proud of the following accomplishments:► As District Chairman, I coordinated the successful District Camporee attended by 12 Troops and over 300 scouts.► As Troop Committee Chairman, I was responsible for the annual fundraising event that raised $35K.► As Pack Committee Chairman, I led efforts to recruit the Cubmaster and three assistant Cubmasters, and secured the chartered organization’s approval for all four individuals.For over a century, the BSA has helped build the future leaders of this country by combining educational activities and lifelong values with fun.       I served as CEO of an aviation organization consisting of seven separate divisions with a workforce of 1300 personnel and an annual budget of $10 million. I was responsible for morale, discipline, welfare, training, and mission accomplishment of all personnel. My duties required the ability to lead and oversee the work of the organization, its subordinate divisions, and all personnel, while serving as an expert on matters relating to business operations, safety and financial management, and administrative programs. As CEO, I implemented metrics that defined efficiency, effectiveness and success for the command in the areas of:► Strategic Planning► Agency Operations► Problem Resolution ► Program Management► Developing Subordinate Employees to their Full CapabilitiesI also encouraged workforce education and training opportunities to create an atmosphere conducive to high quality performance and mission accomplishment.       I provided strategic vision, guidance, and management direction to a 50-member analysis and assessment team while conducting leadership functions designed to organize and implement the congressionally mandated 2005 Defense Base Closure and Realignment (BRAC) program's Headquarters and Support Activities, Joint Cross Service Group. Due to my strong management skills, I was directed to manage the planning and development of the long-term BRAC program, including implementation strategies to streamline and re-engineer the DoD’s administrative and business information programs and systems. I also served as a senior leader and spokesperson, responsible for explaining, advocating and expressing BRAC facts and concepts both orally and in writing with senior legislative and executive branch officials, DoD civilian and military leaders, Congressional staff, media representatives, and involved parties outside the Federal sector.       Fort Irwin is the Army’s largest maneuver training center with a combined military and civilian workforce of over 3,000 assigned personnel and a post population of 23,000 soldiers, civilians and family members. Since the September 11, 2001 attacks, Fort Irwin has transformed to focus on continuous counterinsurgency operations that reflect the ongoing and rapidly changing battlefield.As COO of Fort Irwin, I led: ► The development, planning, and execution of the city’s strategic direction. ► All fiscal, financial management, business information, property, safety, security, environmental, procurement and operational programs in support of Fort Irwin’s strategic goals. ► Training of both team leaders and staff in mission accomplishment and customer service techniques.► Management of profit & loss on multimillion-dollar, multi-product lines of business.I was hand-picked for this senior position as a result of my prior leadership of multiple complex organizations and my expertise in developing successful growth strategies.       I was hand-picked by the Chief Operating Officer (COO) of the U.S. Army to serve as his principal advisor, with direct oversight of the US Army’s health promotion, risk reduction and suicide prevention programs. I was selected for this position because one of my greatest strengths is solving complex problems. I have the ability to see a situation from different perspectives and I can accomplish the goal(s) even in the face of difficult obstacles. In this role at the Pentagon I was responsible for creating and leading the US Army’s Health Promotion & Risk Reduction Strategic Campaign Plan, which served as the foundation for the US Army’s global suicide prevention program. During my tenure my successes included:► Spearheading the US Army’s Health Promotion & Risk Reduction Campaign, which produced the first reduction in Active Duty suicide death rates in four years.► Simultaneously leading a significant organizational cultural change to reduce the stigma associated with suicide. ► Wide adoption of the Army's campaign programs, policies and products by other branches of the military as well as several Federal Government agencies. Show less I was nominated by the Pentagon to serve as the principal Coalition Military Advisor to the Iraqi Minister of Defense (MoD) during Operation Iraqi Freedom. I provided counsel to the Minister of Defense on all aspects of military & civil operations during the design and development of Iraq’s fledgling military force. I led a 10-person bilingual/bicultural strategic policy training team responsible for providing development advice and implementation strategy for the $50 billion dollar Iraqi reconstruction program effort. I was selected for this focal position due to my significant experience and skills as a negotiator and communicator. I’m equally comfortable presenting to senior executives as I am mediating a conflict between junior team members. Having worked as a strategic issue advocate in the past, I am consistently respected by subordinates, peers and senior leaders alike for my perspective in developing coalition development. As the Minister’s Advisor I successfully:► Directed changes to current Iraqi security requirements ► Implemented efficient and effective MoD-wide logistics, infrastructure, security and budget management processes that increased operational success and improved efficiency.► Improved service delivery coupled with realization of the MoD’s vision, mission, and goals.       I help organizations identify best practices, develop corporate-level strategic and human capital models and initiatives, and execute them through programs that achieve their goals. Clients range from mid-size companies to large organizations and non-profits. I also have significant experience working with Federal agencies to adapt to fast-changing environments while generating support for change at all organizational levels. Included among my major accomplishments are two major engagements I’ve completed for the US Army:► A strategic analysis and training assessment of the Army’s behavioral health recommendations that were implemented following the introduction of the Army’s Health Promotion/Risk Reduction Campaign Plan (“Army Red Book”). The analysis helped assess the effectiveness of new programs and the policies that had been implemented to counter increasing rates of suicide. Those programs that were identified as having the most significant impact on the health and discipline of the force were given top priority for implementation. Program/policy analysis examples included:  — Mild Traumatic Brain Injury (TBI) screening, diagnosis and treatment. — Outpatient behavioral health access. — Decreasing incidents of Soldier drug and alcohol abuse. — Expanding pain-management care opportunities. ►A program assessment of “lessons learned” related to environmental, material, physical and behavioral health conditions, disciplinary problems, and gaps in Army health promotion policy and program implementation. Efforts provided the Army with vital information on the challenges confronting soldiers and families that required immediate solutions to reduce the stress on the Force, soldier health issues, and enhance unit effectiveness. Analysis culminated with the release of the “Army 2020 Generating Health and Discipline in the Force, Report 2012” referred to as the “Army Gold Book”, detailing changes implemented from the Army 2010 report.
