      Activities and Societies: Men's Swim Team, Fellowship of Christian Athletes, Ford Foundation Research Grant - Frank spent his preceptorship (internship) year working for the firm of Pei Cobb Freed and Partners in New York City, where he worked primarily on the Federal Triangle (Ronald Reagan International Trade Center) and San Francisco Main Library. - He spent three summers during college as a camp counselor at Cimarroncita Boys Camp in Ute Park, New Mexico. During his last year at Rice, Frank designed and managed the construction of Camp Balcones Springs, in Marble Falls, Texas.

      Longleaf is a 568-acre Traditional Neighborhood Development (TND) 25 miles Northwest of Tampa, FL, co-founded by myself and my brother in 1998. My fundamental role has been to oversee all design-related issues; site planning, zoning, engineering, permitting, landscape architecture, architectural coding and design review; design of common facilities and commercial buildings; and developing marketing and sales material.I was also closely involved in managing the home builder program, on-site information center and sales process, restrictive covenants, the Community Development District (CDD), homeowners' association and architectural review board. In 2008 I turned my focus to the mixed-use Downtown Longleaf, taking on commercial and residential leasing and property management, opening a coffee shop and helping establish a farmers market and various community events to spur activity.The design and development of Longleaf incorporate a sensitive approach to preserving the natural environment and fostering a vibrant community of people, businesses, schools and recreation. My involvement in so many different aspects of its construction and community growth (it is also my home) has given me an unusual depth of experience in real estate development and community building.       Starkey Ranch is a proposed 2,500 acre master-planned community development 25 miles northwest of Tampa. Beginning in 2005, Starkey Ranch Investment Company (SRIC) took the property through full planning, engineering and environmental analysis, transportation planning and negotiations with County, regional and State agencies, concluding in the approval of a Development of Regional Impact (DRI) in 2008. Simultaneously, SRIC negotiated a sale of the project to a large community developer. As director of planning and design, Frank oversaw all urban planning, architecture, transportation and environmental planning. Under Frank's direction the Starkey Ranch DRI combined state-of-the-art urban design and forward-thinking transportation planning with an exceptional environmental conservation program.As part of the Starkey Ranch DRI, Frank spearheaded a ground-breaking collaboration between Pasco County and School Board officials to design a shared/collocated elementary/middle school campus and district park. The effort resulted in agreement among the two public agencies to share recreational facilities between the schools and parks, and an innovative design that integrated the park/campus with the neighborhoods.After the Great Recession, the DRI requirement was eliminated by the state legislature, and the original developer withdrew from the project. In response to a dramatically different market and regulatory environment, SRIC rescinded the DRI, simplified the development agreements with the County and negotiated a new sale agreement with a different developer. The sale of Starkey Ranch was consummated in December 2012. Show less
